Proposed Change to Emergency Plan Exercise Concept and Format

Letter dated Jarc.y 13,1983 from L. H. Heider to R. C. Haynes Thank you for your letter of January 13, 1983, which describes the concept of splitting your annual full scale emergency exercise into two phases,
" EOF-out" and " EOF-in", which you desire to use in future fulfillment of the requirement for annual exercises.
It is our understanding that the two exercises would be completed on different dates, but annually as required by 10 CFR 50, Appendix E, IV F.
We have reviewed your proposal and consider that this approach is acceptable, providing that, within each three year period, at least one fully integrated exercise (combined "E0F-out" and "E0F-in" exercise) be conducted.
It is, of course, essantial that, during each "E0F-out" and "E0F-in" exercise, the E0F staff be fully taxed by both in-plant and off-site interfaces in order to maintain a high level of emergency preparedness.
