Dear Mr. Denton:

Enclosed is Revision 2 to the Diablo Canyon Power Plant Security Force Training and Qualification Plan which is being submitted in accordance with the provisions of 10 CFR 50.54(p).

The revision is necessitated by changes in operating procedures and organizational changes as a result of the further refinement of the security program at Diablo Canyon Power Plant by Pacific Gas and Electric Company. The Plan has been reformatted, a Task Identification Summary has been added, and the Task and Duty Summary has been revised and updated.

Therefore, no change bars on the margin were added. Instead, all changes to the Plan are cross-referenced from the old to the new Plan (and vice-versa) in Attachment A to this letter.

o Conditions and standards have been rewritten to accurately reflect the revised operational methods at Diablo Canyon.

o All tasks which were previously written for the CAS or SAS alone have been combined into one task for CAS/SAS.

Screening described in Section 1.4.2 of the Diablo Canyon o

Power Plant Security Plan has been deleted from that Plan and made a part of this document (Section 1).

This revision in no way decreases the safeguards effectiveness at l

the Diablo Canyon Power Plant. Implementation of this revision will commence

60 days from the date of submittal.
