SUMMARY

OF MEETING HELD ON JANUARY 12, 1982 TO DISCUSS NRR'S REVIEW 0F LICENSING ISSUES TO BE CONSIDERED IN EPRI'S LWR STANDARDIZATION PROGRAfi NA. meeting to discuss NRR's review of EPRI's proposed prioritization of 510 generic licensing issues was held in Bethesda, Maryland on January 12, 1983 with representatives of EPRI. This was a working-level meeting whose purpose was to discuss and begin reconciliation of variations between a) EPRI's proposed 510 items and their priority sequences and b) NRR's corresponding items and priority sequence resulting from review of the EPRI list. A list of attendees is given in Enclosure 1.

By memorandum dated November 15, 1982, the Director of NRR provided DSI, DST, DE and DHFS with copies of EPRI's prioritized list of NRC generic licensing issues. He directed the above listed divisions to make available resources as necessary to work on this progran and to review EPRI's list of generic licensing issues for completeness and appropriateness of prioritization.

1 He assigned SSPB lead responsibility for managing the staff's effort assoc-iated with EPRI's program. Accordingly, the results of the HRR divisional reviews were made known to EPRI representatives and their content and appropriateness of prioritization were discussed. Salient points discussed are as follows:

A.

Responsibility for some of EPRI's generic licensing issues lies outside NRR. For example RES is currently working on proposed changes to Appendix K to 10 CFR 50 which deals with ECCS. SSPB is obtaining information on this effort.

B.

A list of six candidate licensing issues was agreed to for the purpose of determining the scope and extent of effort required to resolve licensing issues potentially impacting the contemplated LWR standard plant (s). These are:

Revision of Appendix K to 10 CFR 50 (B4 & B8) 2.

Decay heat removal (A-45) 3.

High strength bolting (29) 4.

Systems interaction (A-12)/ severe accident rule naking (II.B.8)

EPRI explained their LWR standardization program in some detail; it has been underway for about 2 years with a current budget of about $400,000.

D.

EPRI's current Phase 1 is almost complete. The basic elements of Phase 1, i.e., those necessary to bring the concept of an LWR standard plant into vocus, are:

- Betterments List

- List of generic licensing issues

- Creation of the LWR Steering Comittee

- Contacts with HSSS suppliers to evaluate concepts / changes E.

Phase 2 includes development of methodology to facilitate timely resolution of the licensing issues, according to a reasonable'prioritization, and channel resulting essential information to suppliers of nuclear plants and services for their determination of schedule and cost impact on future (standard) plants.

EPRI is utilizing a Los Alamos computerized Monte Carlo Technique to help obtain quantified impact on total schedule and cost for future standard plants of specific configuration. The Los Alamos Monte Carlo program summarizes plant costs in 1981 dollars. The starting point or base line is $1.46 billion requiring 12 years. They are targeting a recaction to

$0.984 billion requiring 7 years from go-ahead to on-line. EPRI stated they endeavor to provide increasingly more accurate data for this analysis, as obtained from the NRC and other sources.

F.

EPRI will study the results of NRC's review of its 510 generic licensing issues. EPRI's utility steering group for its LWR Standardization Program plans to meet with the NRC Policy Comittee on or about February 9,1983.

G.

SSPB is continuing to work on reconciling the relatively few differences in the content and prioritization of licensing issues and alternative approaches to accomplishing resolution to the candidate issues input of the four NRR Divisions listed above.
