Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Interim Power Capability

Dear Mr. Denton:

Pursuant to 10CFR50.90, the South Carolina Electric and Gas Company (SCE&G) requests an amendment to the Operating License NPF-12 for the Virgil C. Summer Nuclear Station. In support of the requested change to Operating License Condition 2.C.14, SCE&G provides:

a) Five (5) copies of the Proprietary version of the "V. C.

Summer Interim Power Opertion Evaluation Report, January, 1983."

b) Five (5) copies of the Non-Proprietary version of the "V. C. Summer Interim Power Cperation Evaluation Report, January, 1983."

c) One (1) copy of the Westinghouse affidavit for withholding proprietary information.

In SCE&G letter to the NRC on October 4, 1982, a previous report, " Interim Power Operation Evaluation Report, V. C. Summer Nuclear Station, September 1982," was provided as a technical basis for initial operation of the Virgil C. Summer Nuclear Station up to 50% power for 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> prior to the steam generator modification.

This submittal provides justification for extended operation of the Virgil C. Summer Nuclear Station in excess of 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br />, but within specified power levels and associated time frames ne noted in the attached report dated January, 1983. SCE&G y@p proposes to perform limited testing up to the 100% power level go within the limitations of the attached report. Denton Interim Power Capability January 31, 1983 Page #2 Additionally, it is requested that the allowable time period for performing Reactor Trip System and Engineered Safety Features Response Time Testing per Technical Specifications 4.3.1.2 and 4.3.2.2 be extended until entry into Mode 4 after the steam generator modification outage. This Response Time J

Testing is presently due March 24, 1983, and would require approximately one week to complete. In performing the remainder of the surveillance testing, there has been no indication that the components involved would not meet their intended response criteria. The steam generator modification outage is currently scheduled for mid-March and the extension would allow this testing to be performed during the latter part of that outage, eliminating the need to shut down early solely for testing purposes or to delay steam generator work in order to perform these tests.

The proposed changes have been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. Having evaluated the changes in accordance with the criteria in 10CFR170.22, it has been determined that Class II and III license amendment fees are required. Accordingly, a check in the amount of Five Thousand Two Hundred Dollars

($5,200) is enclosed in payment for the changes.

The submittal concerning Operating License Condition 2.C.14 contains information proprieta ry to Westinghouse Electric Corporation and is supported by an affidavit signed by Westinghouse, the owners of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspect of this application for withholding or the supporting Westinghouse affidavit should reference CAW-83-8 and should be addressed to R. A. Wiesemann, Manager, Regulatory and Legislative Affairs, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania, 15230.
