Systematic Assessment of Licensee Performance (SALP) Report and your letter dated December 27, 1982 This refers to the SALP for Hope Creek Generating Station, Unit 1, conducted by this office on November 8, 1982, and discussed with your staff at a meeting on December 7, 1982. The list of attendees at the meeting is attached as.
The NRC Region I SALP Report is attached as Enclosure 2 and evaluates the period September 1,.1981 through August 31, 1982.
Our letter, dated November 22, 1982, which forwarded the SALP Report, and your letter dated, December 27, 1982, which provides your proposed actions and comments regarding the SALP Report are attached as Enclosures 3 and 4.
Overall, your performance in the construction of the facility was found acceptable.
During the meeting of December 7,1982, we discussed our assessment of your regulatory performance in each functional area.
Some of your comments at the meeting and in your December 27, 1982 letter addressed the subject of testing of rebar splices. Although we acknowledge that the NRC position on testing of rebar splices made by different crews was not clearly stated in Regulatory Guide 1.94, the NRR position and eventual resolution of this issue, as i
discussed in our SALP report, was to require testing in accordance with former Regulatory Guide 1.10 to which commitments were made in the Hope Creek PSAR.
Your comments and letter also described the steps you have planned for further improving your QA program in the area of training. With regard to our statement relating to the lack of prompt corrective action to address W-H Constructor's inadequate QC program, we believe our assessment was accurate.
However, as noted in our assessment, we concurred with your final corrective action. We also have noted improved performance in more recent contractor QC programs. We also acknowledge that the recent QA re-organization should result in increased attention to contractor performance and further improvements in this area.
We found that the meeting was beneficial and improved our understanding of your activities.
Based on your comments during our meeting and your December 27 letter, we have found that no changes to our assessment are necessary.
Therefore, we have not supplemented our report.
