Mr. 11arold R. Denton, Director l Office of Nuclear Reactor Regulation l U. S. Nuclear Regulatory Ccamission {

Washington, D. C. 20553 Attention: Ms. E. G. Adensam, Chicf Licensing Branch No. 4 Re: McGuire Nuclear Station, Unit 1 Docket No. 50-369

Dear Mr. Denton:

The attached report describes the program to be implemented by Duke Power Company at McGuire Nuclear Station - Unit 1 to address the recommendations made by the Design Review Panel (DRP) in its report " Utility Design Review

?anel D2/D3 Steam Generator Design Modification" which was submitted on January 17, 1983, i It should be noted that the inspections required after approximately 6 months 1 of op' ration will be performed on McGuire - Unit 1 during the first refueling l shutdcwn since the Unit I reactcr core has approximately 200 effective full power days remaining. It is concluded that performance of the identified

] inspections at the first refueling shutdown is consistent with the requirement to perform these inspections at ter approximately 6 months of operation with j the modified steam generators.

I l In discussions with NRC Staff representatives, it was indicated that either a license condition or technical specifications would be placed on the program for verifying acceptability of the modifications. Accordingly, the following is a recommended license condition for inclusion in the McGuire - Unit 1 Facility Operating License:

0 a: The licensee shall conduct the inspection, testing and monitoring

@$ program as described in the attachment to Hal B. Tucker's letter of gg February 3, 1983. The licensee shall not make any major modificaticas s no to this program unless prior NRC approval is received, min O

( Major modifications are defined as:

"8 a. Elimination of any identified testing, inspection or monitoring,

b. Changes in the frequency of performing the identified testing, g inspection or monitoring, and g
c. Reduction in the scope of any of the identified testing, inspection or monitoring.
