Reply to Notice of Two Item of Noncompliance Gentlemen:

In accordance with Section 2.201 of NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, this letter is written to explain and to describe the cotrective action taken to prevent any further viola-tions as noted in your letter of 24 November 1982.

Violation B B.

Technical Specification, Section H.3 a" Operating Procedures" states in part that:

" Written instructions shall be in effect for:

a) Testing and calibration of reactor operating instrumentation and contral systems, control rod drives, area radiation monitors and air particulate monitors.

Contrary to the above requirement, at the time of this inspection no approved written instructions existed for accomplishing the calibration of area radia-tion monitors and the air particulate monitor.

The corrective steps which have been taken and the results achieved:

The problem has been reviewed, and appropriate information and data has been obtained.

Review of this material is under way, which will allow the writing of a calibration procedure.

(2)

The corrective steps which will be taken to avoid further items of noncompliance:

Procedures will be written and approved for calibra-tion of the area radiation monitor and the air particulate monitor.

Violation A A.

Technical Specifications, Section F.2.3 & 4 " Radiation Monitoring" requires at least one area radiation monitor, a continuous air monitor and a continuous gas stack monitor be operable during reactor operations. Section F.4 states in part that this instru-mentation shall be calibrated at least once a year.

Contrary to the above requirement, at the time of this inspection the annual calibration of the area radiation monitor and the continuous air monitor had not been accomplished during 1980, 1981 or 1982.

(1) The corrective steps which have been taken, and the results achieved:

A total calibration is being written to achieve this requirement as per corrective steps Violation B.

(2) Corrective steps which will be taken to avoid further items of non-ompliance: Once the written procedure is approved and in place, this calibration procedure will be carried out on the area radiation monitor and the air particulate monitor.

(3) The date whor, full compliance will be achieved: 9 May 1983.
