(1) J W Cook Letter to J G Davis, Serial 17297, Dated June 22, 1982 (2) J W Cook Letter to J G Davis, Serial 17303, Dated June 22, 1982 On June 22, 1982, pursuant to 10 CFR Part 70, Section 70.3, Consumers Power Company submitted an application (Reference 1) requesting the NRC issue Special Nuclear Material Licenses to receive, inspect, possess, store and transfer both fission chamber assemblies and unirradiated nuclear fuel assemblies for and at the Midland Plant Unit 1 and Unit 2, Midland, Michigan.

Concurrently, on June 22, 1982, Consumers Power Company submitted to you under separate cover letter (Reference 2) the Midland Power Plant Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance for unirradiated nuclear fuel.

In Section 3.2, page 3-2 of the application (Reference 1) and in the cover letter to the security plan for fuel (Reference

2) Consumers Power Company stated that the fission chamber assemblies would be stored in the controlled access area, ie, the new and spent fuel pool areas, described in the plan and that the plan's security measures would apply to the receipt, storage, inspection and transfer of the fission chamber assemblies.

To provide a consistent method by which radioactive material such as that contained in the fission chamber assemblies is handled and stored at :he Site, Consumers Power Company now plans to receive, store, inspect and transfer the fission chamber assemblies in the same manner as material which is presently handled and stored under the Plant's NRC approved (laterials License No 21-08606-09, Amendment No 4 as issued on May 28, 1982., This method of handling and storing ~ridioactive material, as well as a description of the controlled access areas and material accountability procedures, is described in Appendix D, Exhibit D-III of Reference 1.

Accordingly, the security measures identified in the security plan for fuel (Reference 2) no longer apply to the fission chamber assemblies.
