UNITED STATES 8,
NUCLEAR REGULATORY COMMISSl3N W ASHIN GTO N, D. C. 2055 5 e
October 26, 1977
, Chi I!Pf tORANDUM FOR:
Joseph J. Pouchard, OPA PP Of". :
N
~ Alan S.
Rosenthal, Chairman Atomic Safety and Licensing Appeal Panel imummma
SUBJECT:
NRC POLICY REGARDING USE OF CAf1 ERAS DURING ADJUDICATORY llEARINGS i,7[.
F Confirming our telephone conversation last week, I h2ve nothing of great significance to add to the comments contained in my September 22, 1977 memorandum.
I endorse, houever, the suggestion in Mr. Yore's October 25, 1977 metrorandum to the effect that his m
written views (and therefore mine as well) should
~:
accompany your submission to the Commission.
Addi-M..
tionally, it is my understanding that the submission w1?1 take note of my concern that a conscquence of a relaxation of the existing camera policy might be that boards would be placed under pressure to refrain from using any facility (e.g., a federal courthouse) subject to a television bar.
See September 22 memo-randum.
In the circumstances, it scens to me that, should the commission choose now to allow television covert.ge on an experimental basis, in so doing it G,l _.
should make it perfectly clea-r that the prime con-sideration in the selection of space for a particular r.
hearing is not whether television coverage will be possible but, rather, is the suitability of the facilit'y c-for the conduct of that hearing.
