J W COOK LETTER TO JOHN G DAVIS SERIAL 17297 DATED JUNE 22, 1982 ENCLOSURE: NUCLEAR POWER PLANT SECURITY PLAN FOR THE PROTECTION OF SPECIAL NUCLEAR MATERIAL OF LOW STRATEGIC SIGNIFICANCE Pursuant to the requirements of 10 CFR 70.22 and 73.67, we are forwarding five (5) controlled copies of the Midland Security Plan for the Protection of Special Nuclear Materials of Low Strategic Significance. This security plan is being submitted to the NRC as an integral part of our application for special nuclear material licenses, the remaining information of which is being submitted by the above referenced correspondence of June 22, 1982. This plan is written to cover the receipt, possession, storage, inspection, and packagin; for transport of special nuclear materials in the form of new, unirradiated nuclear fuel assemblies for the Midland Plant Units 1 and 2.
The enclosed plan will be implemented just prior to the first arrival of fuel at the Midland site and will be replaced by the permanent Midland physical security program, which will be capable of being implemented approximately 90 days prior to fuel load. Our above referenced correspondence of June 22, 1982 has requested that the two licenses, one each for Midland Units 1 and 2, be issued by February 1, 1983 for the new fuel.
The referenced correspondence also makes application for additional special nuclear materials licenses to receive, inspect, possess, store, use, and transfer at the Midland site, ten (10) sealed source fission chamber assemblies, containing a total of less than 40.0 grams of U-235.

2 instrumentation system and are manufactured and shipped under a license in the Agreement State of California as sealed sources (License No 3775-80).
Although a security plan is not required by regulations for our licenses covering these fission chambers, the security measures identified in the enclosed plan for fuel will be applied to the receipt, storage, inspection and transfer on the site of the fission chambers, until they are either installed in their designed operating location adjacent to the reactor vessel or until receipt of a facility operating license.
The fission chamber assemblies are tentatively scheduled to be installed in their designed operating location prior to receipt of a facility operating license.
Installation will be controlled by Consumers Power Company.
No additional security measures are presently planned for the installation locations due to the relative inaccessibility of the designed operating location and the small quanity of U-235 involved, i.e., less than 16 grams of U-235 per reactor unit neutron flux monitoring system.
Since the attached document contains safeguards information within the meaning of 10 CFR 73.21 (b), we are requesting that the enclosed information be withheld from public disclosure pursuant to 10 CFR 73.21 (c)(1) and (c)(2).
