Q g,,y_g This request is made under the federal Freedom of Information Act, 5 U.S.C. 552.

Please send us copies of the Nuclear Regulatory Com-mission report prepared by the Department of Energy *s Sandia National Laboratory which details the potential results of serious accidents at the nation's nuclear power plants.

I believe these are referred to as " worst case" accidents.

A story in the Nov. 3 Los Angeles Times in-dicated that this is a recently released report.

In addition, please send us any and all information pertaining to any existing evacuation plans and other con-tingency safety measures now in place to protect the people and environment within a 100-mile radius of the San Onofre, Calif, nuclear power plant in case a serious nuclear accident should occur.

Finally, please include copies of any and all information pertaining to what is done to minimize the possibility of human (worker) error in construction and maintanence operations at nuclear power plants, and any information pertaining to how such human (worker) error in construction or maintanence may have been involved in the ccurse of events which led to the critical situation at Three Mile Island, Pa. in March, April and May of 1979 Please note, We 'are not requesting per-sonnel records 6f any individuals.

Rather, we are 'only inter-ested in how such error fit into the chain of events at Three Mile Island..If necessary, you may delete names or other identifying data from a document before it is released.

As you know, the FOI Act provides that if portions of a document are exempt from~ release, the remainder must be segregated and disclosed.

Therefore I expect you to send us all nonexempt portions of the records which we have have re-quested, and ask that you justify any deletions by reference to specific exemptions of the FOI Act.

I reserve the right to appeal your decision to withhold any materials.

The FOI Act provides for waiver or reduction of fees if disclosure could be considered as "primarily benefiting the Ceneral public." We are freelance journalists, and intend to use the information we are requesting as the basis for a plan-ned article.

company which might pay such fees, we believe the fees should be waived.

Therefore, we request you waive all search and duplication-fees.

If you deny this request, however, and the fees exceed
