This refers to the special safety inspaction conducted by Mr. D. Johnson of
this office on November 16-18 and December 8, 1982, at Peach Bottom Atomic
Power Station, Delta, Pennsylvania and at the corporate office, Philadelphia,
Pennsylvania, and to the discussions of our findings held by Mr. Johnson with
Mr. M. Cooney and other members of you staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector. No
s
violations were observed.
ho reply to this letter is required. We call your attention, however, to the
radiation shielding review inadequacies identified in the enclosed inspection
report.
The primary purpose of this inspection was to review your staff's
evaluation and corrective actions related to TMI Action Plan Item II.B.2,
Design Review of Plant Shielding, in support of the Nuclear Reactor Regulation
(NRR) staff's evaluation of this item. During our inspection we noted that your
contractor's shielding study assumptions, methodology and dose rate
calculations were acceptable, and that most vital areas were considered. But
i
some vital areas were not addressed in your study.
In addition, your staff's
evaluation was not supported by appropriate documentation of their
identification of potentially vital areas at the Peach Bottom Atomic Power
Station, or of their determination of appropriate types of corrective actions
P.o provide for adequate access to vital areas. With respect to the adequacy
of your submittals, we found that your descriptions of actions taken were in
some cases incomplete, inaccurate, or revised without sufficient
explanation. These concerns have been discussed with Mr. M. Cooney and other
members of your staff. Although we are sharing these problems with you at
this time, we will continue to coordinate our review effort with NRR.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date of this letter and submit written
