South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Final Report Concerning Limitorc;e Motor Operators On August 5, 1982, Houston Lighting & Power Company (HL&P), pursuant to 10CFR50.55(e), notified your office of an item regarding sheared pinion keys in Limitorque motor operators. An iaterim report submitted September 3, 1982 advised you that Bechtel was undertaking an evaluation of possible corrective action to address the application of Limitorque motor operators at the South Texas Project (STP). That evaluation has been completed, with the result that it has been determined the suspect model numbers have not been supplied for use on STP. Further details are supplied in the attached final report.

South Texas Prnject Units 1 & 2 Limitorque Motor. Operators Final Report I. Summary On August 4, 1982, Westinghouse notified HL&P engineering of a potential failure of valves supplied with Limitorque motor operators. The failure could result due to sheared pinion keys.

An investigation of the models of Limitorque motor operators supplied to STP has determined that the suspect model numbers have not been supplied for use on STP.

II. Description of the Deficiency While performing some field modifications and inspections, Westinghouse personnel discovered sheared pinion keys in valves with Limitorque Model SB-0-25 motor operators. These keys are used to secure the pinion gear to the motor shaft which transmits torque to the operator. The Westinghouse Water Reactor Division Safety Review Committee met on August 3, 1982 to consider this item and concluded that the potential for sheared pinion keys in Limitorque motor operators constituted a substantial safety hazard as defined in 10CFR Part 21, potentially applicable to all Westinghouse plants.

HL&P was subsequently notified and reported this matter to the NRC. The identified safety hazard was a failure of one of the subject valves to perform its intended safety function due to failure of the pinion key.

Bechtel subsequently investigated the models of Limitorque motor operators supplied to STP. It has been determined that the suspect model numbers have not been supplied for use on STP. This was confirmed by reviewing vendor documents in Bechtel's possession and contacting valve suppliers who utilize Limitorque motor operators. Furthermore, Limitorque Corporation has responded to a request to address the applicability of this deficiency to model numbers other than those identified. Limitorque Corporation stated that their investigation, prompted by the Westinghouse notification, indicates that the deficiency is an isolated occurrence and is limited to a small number of SB-0 motor pinion keys. We conclude, therefore,-

that no further investigation of the motor operators supplied to STP is warranted.

III. Corrective Action Since the suspect motor operators are not used at STP, no corrective action is necessary.

IV. Safety Analysis In light of the determination that the suspect motor operators are not used at STP, no safety evaluation is necessary.
