APPLICANT'S TESTIMONY OF RONALD J. PERRY ON EMERGENCY PUBLIC INFORMATION BROCHURE My name is Ronald J. Perry. I'am an Associate Engineer II

I obtained the degree of Master of Regional Planning from Pennsylvania State University in 1976 and, since 1980, have specialized in radiological' emergency response planning. For the last two years, I have assisted in the development'of the State-and Parish emergency plans and procedures for Waterford 3. A more detailed summary of my educational and professional experi-ence and qualifications is attached.

An important part of emergency planning at Waterford 3 has been the development of the emergency public information bro-chure, for distribution within the Waterford 3 plume exposure pathway Emergency Planning Zone. .vation of the sirens, to receive the specific coordinated information which would be broadcast at the time of an emergency. ,

1 The initial draf t of the public information brochure was developed through the joint effort of the various bodies involved in the Waterford 3 emergency planning program. Included in this-group were the State of Louisiana represented by the Louisians-Nuclear Energy Division ("LNED") and the Louisiana Office of' Emergency Preparedness ("LOEP"), the St. Charles Parish Office of Emergency Preparedness, the St. John the Baptist Office of Civil Defense and the Louisiana Power and Light Company ("LP&L"). The brochure was developed in accordance with the onsite and the offsite emergency plans, and in compliance with Section 50.47 and Appendix E of 10 C.F.R. Part 50 and the ' applicable joint NRC/ FEMA planning standards and criteria set out in " Criteria for Preparation and Evaluetion of Radiological Emergency Respons'e Plans and Preparedness in Support of Nuclear Power Plants,"

NUREG-0654/ FEMA-REP-1, Rev. 1, November 1980 ("NUREG-0654").

Public information brochures from other nuclear power plants were reviewed as background information.

The further refinement of the brochure has been an extended iterative process, involving the review of the brochure by State a'

and Parish emergency planning officials, as well as the Nuclear i

Regulatory Commission Staff ("NRC Staff") and the Federal Emergency Management Agency (" FEMA) . In addition, in mid-September, 1982, LP&L requested that Dr. George Klare review the

e readability of the brochure and recommend changes to' improve its readability.

The brochure text, as revised by Dr. Klare, was provided to LNED, LOEP, Parish emergency planning officials, the NRC Staff and FEMA, among others, for review and comment. The text was further revised in response to detailed individual comments, received over a period of approximately one month, with individual changes reviewed in turn by Dr. Klare to ensure maintenance of the improved readability level.

The result of this effort is a booklet entitled "Waterford 3 Nuclear Unit Safety Information." Applicant Exhibit 13 is a printer's proof of the booklet. Applicant Exhibit 14 is a color sketch which, when superimposed over the map in the public infor-mation booklet, will indicate the color coding for the protective action sections within the plume EPZ. In the final booklet,.the map will be sized as indicated in Applicant Exhibit 13, and colored in accordance with Applicant Exhibit 14.

In the published booklet, the' map will be color-keyed to the

" Chart for the 16 Sections around Waterford 3" which identifies evacuation routes, reception centers, and pickup points. The-portion of the chart which deals with sections Al through A4 will

be colored in the same green used for those sections on the color sketch of the map. Similarly, the portion of the chart which deals with sections B1 through B4 will be colored in the same red-violet used for those sections on the map, and the portion of the chart which deals with sections Cl through C4 will be colored

in orange, as are those sections on the map. Finally, the portion of the chart which deals with sections D1 through D4 will be colored in the same light blue used for those sections on the map. The panel of text along the right side of the booklet, beside the map and the chart, will be on a light blue background, except that the text in the box at the bottom of the panel (which instructs residents to turn on their radios or TVs when they hear the sirens) will be on a white background.

The panel to the left of the booklet cover will be on a white background, except that the text inside the two boxes on that panel will be on a light yellow background, highlighted by blue bcrders.

The text in the box on the panel to the immediate right of the booklet cover contains a simplified summary of key informa-tion contained elsewhere in the booklet. This summary will be on a light yellow background, highlighted by a blue border.

The panel to the far right of the booklet cover will bear the headline "A Message To our Neighbors-and Friends" in the same l blue used on the booklet cover. The background of the entire panel will be white, except that the three pictures at the bottom of the panel will be in full color.

The three panels describing " Emergency Action Plans" will have a white background, and will be bordered in dark blue. The sections on "What Radiation Is" and " Radiation Emergencies" will be printed on a light blue background.

For emphasis, and in order to provide special help to readers in the lower educational levels of the population, the most important information in the brochure -- the instruction to turn on the radio or TV for specific instructions when the-sirens are sounded -- is repeated six times in the brochure (including the simplified summary section). In most cases, the instruction l is featured prominently by bold-face type and/or color boxes.
