Consumers Power Company Docket No. 50-255 As a result of the inspection conducted on November 1-30, 1982, and in accordance i

with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violations were identified:

1.

Technical Specification 6.8.1.a requires implement 2 tion of the applicable procedures recommended by Regulatory Guide 1.33, Appendix A (November.1972) which includes " Administrative Procedures".

Licensee Administrative Procedure 4.0, at Paragraph 5.4.5.B, requires

]

review of completed checklist " Exceptions Sheets" to identify which j

valve required positions should be permanently changed, and initiation of the required changes.

Contrary to the above, the required change was not initiated aftor the checklist " Exceptions Sheet" for Checklist 12.5 (Auxiliary Feedwater) 1 identified a need for a permanent change to the required position of I

valve MV 709-FW when the checklist was performed on two occasions on August 4, 1982.

This is a Severity Level V violation (Supplement I).

Technical Specification 6.8.1.a requires implementation of the applicable procedures recommended by Regulatory Guide 1.33, Appendix A (November 1972) which includes procedures for performing maintenance which can affect the l

performance of safety related equipment.

Procedure MSM-M-10 " Control of Welding" requires implementation.of welding activities using a Repair Inspection Checklist (RIC) which identifies the metals to be joined.

Contrary to the above, the licensee did not properly. implement safety related welding procedures in the Low Pressure Safety Injection (LPSI) system under Maintenance Order 82-ESS-118 on August 12, 1982,. in that Type 316 stainless steel components were installed and joined instead of Type 304 stainless steel components as-identified by the RIC.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written state-ment or explanation in reply, including for each item of noncompliance:

(1) correctivo action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved. Consideration may be given to extending your response time for good cause shown.
