.i FACILITY OPERATING LICENSE NO. NPF-15 The U. S. Nuclear Regulatory Connission (the Comnission) has issued Anendnent No. I to Facility Operating License No. NPF-15, issued to Southern California Edison Company, San Diego Gas and Electric Crepany, Thb City of Riverside, California and The City of Anahein, California (licensees) for the San Onofre Nuclear Generating' Station, Unit 3 (the facility) located in San Diego County, California.
Arendment No. I contains three changes.
The first change is to -the Technical Specifications to allow the shutdown cooling trains to be renoved from operation for up to one hour per eight-hour period during performance of core alterations in the vicinity of the reactor pressure vessel hot legs.
This part of the i
amendment was authorized by telephone on November 19, 1982 and became effective Nnvenber 19, 1982. Moreover, a confirmatory letter to the licensees was issued on Noverber 30, 1982.
The second change is to the Technical Specifications to_ allow the non-critical component cooling water (CCW) loop to circulate water to the reactor coolant punps after safety injection initiation. The non-critical CCW loop will still be required to isolate on high containment pressure. This part of the anendent is effective January 14, 1983.
The third iten gra.1ts an exenption to 10 CFR 50, General Design Criteria 56 until March 22, 1983.

> Issuance of this amendment complies with the standards and requirements of the A' tonic Energy Act of 1954, as amended (the Act), and the Comission's mgulations.
The Comission has nade appropriate findings as required by the Act ed the Comission's regulations in 10 CFR Chapter I, which are set forth in the 11 cense anendment.
Prior put>1ic notice of this amendment was not required since the amendment does not involve a sipificant hazards consideration.
The Comission has deternined that the issuance of this amendment will not result in any significant environnental inpact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement, or negative declaration and environnental impact appraisal need not be prepared in connection with issuance of this anendment.
For further details with respect to this action, see (1) Southern California' Edison Company's letters dated November 19, Decenber 20 and 21, 1982, and January 7,1983,(2) the Connission's letter to the licensees dated November 30, 1982, (3) Amendment No. I to Facility Operating License No. NPF-15, and (4) the Connission's related Safety Evalcation.
