LaSalle County Stetion Units 1 and 2 Alternate Program to ANSI N18.1-1971 Requirements for Rad / Chem Technician Qualifications NRC Docket Nos. 50-373 and 50-374 Reference (a): License NPF-ll, Condition 2.C.(26).(b).

Dear Sir:

Reference (a) states, in part:

"By June 1, 1983, the licensee shall have Radiation / Chemistry Technicians onshift for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day who meet ANSI N18.1-1971 or who are qualified in accordance with a NRC approved alternative program."

The purpose of this letter is to provide you with an alternative program for your approval prior to June 1, 1983.

The Rad / Chem Technicians at LaSalle County Station fall into the following three categories:

A. RCT's who have been trained in accordance with the RCT training and qualification program, have one or more years preoperational experience as RCT's at LaSalle, and have continued as RCT's since the April 17, 1982 license issue for LaSalle Unit 1.

. These individuals are deemed fully cualified as RCT's because they do meet the exact requirements of ANSI

) N18.1-1971.

B. RCT's who have been trained in accordance with the enclosed comprehensive RCT training program dated May, 1982 and who have been certified by the station Rad / Chem Supervisor to have met all necessary qualification requirements in accordance with the enclosed Radiation Chemistry Technician Qualification l Card. This training and qualification program is a refinement of the program utilized for the RCT's in l Category A above. These individuals will have from 2 to 6 months of actual experience on the job as of the June 1, 1983 date.

These individuals ar..e deemed fully qualified as RCT's because tney have cc41pleted a comprehensive training program (enclosed), have indivioually oemonstrated or discussed all items on the detailed qualification card (enclosed) and have been certified by the station Rad / Chem Supervisor as meeting all necessary qualification requirements in accordance with the qualification card.

C. RCT's who have been trained in accordance with the Commonwealth Edison Production Training Rad / Chem Technician Course. This new generic training program has resulted from a detailed task analysis that was performed to identify exactly what the RCT's did.

This extraordinary effort has resulted in a comprehensive program that will be utilized to train all future RCT's in Commonwealth Edison Company, beginning with a class scheduled for April 4, 1983.

This program, which will primarily be conducted at Commonwealth Edison's new Production Training Facility, has essentially been completed and should be final typed and available for NRC review by approximately February 1, 1983.

Because of the nature of a comprehensive task specific training program, these individuals will be deemeo fully qualified RCT's upon completion of the generic program plus site specific familiarization and training.

Commonwealth Edison would appreciate NRC review of the enclosed training program and qualification program for qualification in accordance with B. above no later than March 10, 1983. It should be noted that certain items, such as instrument model numbers and procedure references, are subject to change based upon the instruments and procedures used at the plant. As soon as the new Production Training Rad / Chem Technician Course is available, it will also be submitted for your review and approval.

To the best of my knowledge and belief the statements con-tained herein and in the attachment are true and correct. In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees.
