Dear Mr. Denton:

On November 19, 1982, a presentation was made to your staff by representatives of LILCO regarding LILCO's plans for implementation of the Phase II Safety Parameter Display System (SPDS).

As explained during this presentation, the Phase II System has been designed to be in compliance with NUREG-0696, " Functional Criteria for Emergency Response Facilities." Despite an accel-erated effort, delays with equipment delivery and the require-ment for additional input points for the Phase II SPDS dictated a need to reevaluate the originally scheduled April 1983 im-plementation date. It was decided that, in order to facilitate the completion of the Phase II SPDS in a manner compatible with the existing preoperational test, fuel load and startup test schedules, design modifications were required to allow the orderly implementation of the Phase II SPDS without sacrificing the operational capability of the Phase I SPDS. These design modifications have been initiated and are scheduled to be com-pleted prior to fuel load.

The Phase I SPDS, utilizing an enhanced plant process computer data base, will be functional at fuel load and will be maintained in a functional condition thereafter until the Phase II SPPS is declared operational.
