PROCEDURES 1.
All sources and/or source containers are 1sbeled with -
radiation signs with the following information:

Source type b.
Quantity Data quantity measuremen,t was made c.

Source number 2.
Sources are controlled by a Laboratory Supervisor and will l
be in a locked container or cabinet.
These sources will be stored at a location designated by a Laboratory Supervisor.
l 3.
Form 1, In Plant Source Sign Out Register will be sued to record the use of various sources and to authorize such use l
by a Laboratory Supervisor.
The user's signature is required on this record.
4.
Sources are to be used, transported and stored in such a way as to minimize personnel exposure to them.
The sources shall be kept in their shielded containers except when they are i.n use.
Sources without shielded containers shall be properly handled so that undue exposure does not results.
S.
No protective clothing is required for source handling, except as may be required.in the Radiation Work Permit 4
and/or work area involved.
6.
The loss of any radioactive source will be reported to a Laboratory Supervisor immediately.

GENERAL This procedure contains the methods for moni oring personnal for radioactive contamination,by utilizing sensitive portatale survey instruments, hand and foot monitors and/or portal monitors. Also includad is a procedure for taking a nasal smear following suspacted inhalation of radioactiva matarial. It is tha responsibility of each individual to monitor himself as per Section F of this procedure before laaving a Radiation Control Area. Beta - Gamma Rate Meter (RM-14 with HP-210 probe or {. j equivalent) l 4. Portable Alpha Survey Meter (PAC-4G or equivalent) 5. Gamma-lO Walk-Through Portal Monitor F. PERSONNEL CONTAMINATION SURVEY GUIDELINES 1. PMP-48 & C Portal Monitors: a. Step into the portal monitor. b. Insure the white " Counting" light on the console is on. c. When the green " Safe" light comes on, step out of the monitor and proceed. d. If the red " Alarm" light is activated, push the " Reset" button and step off the portal monitor. After waiting L' approximately fifteen (15) seconds step back into the monitor and repeat the survey procedure. If the alarm is activated a second time, contact Health Physics immediately. Health Physics will perform a whole body survey as described in Section G. Do not leave the area until authorized to do so by Health Physics. 2. EFM-4A Hand and Foot Monitor: Step onto the base of the instrument and insert your a. hands into the slots depressing the levers under the hands. The yellow " Counting" light will come o r.. b. Stay in this position until the green " Safe" light comes on. When it does, you are free to go on. c. If a red " Alarm" light is activated, note which light is on, i.e., hands, feet, step off the monitor. After waiting approximately Fifteen (15) to thirty (30) l seconds, which allows the monitor to update the background level, step back onto the monitor and repeat the survey procedure. If ar, alarm is activated a second time, contact Health Physics immediately. Health Physics will perform a whole body survey as described in Section G. Do not leave the area until authorizad to do so by Health Physics. 3. Gama 10 Portal Monitor a. If the alarm sounds and the red light in the top panel lights push the reset button which is also located in the top panel and step back into the portal monitor. If it alarms again contact Health Physics immediately. i Health Physics will perform a whole body survey as described in section G. Do not leas: the area until authorized to do so by Health Physics. 4. Radiation Monitor RM-14: a. These monitors are located at key locations throughcut i the plant for the purpose of contamination control. l These locations are identified by signs such as " FRISK i YOURSELF BEFORE PASSING THIS POINT". You should frisk l yourself in accordance with the instructions on the sign. b. Operate the RM-14 as described in HNP-8114. c. When you approach a monitor observe the meter reading to establish a background level. Insert each hand under the probe f or at least three (3) seconds to determine if they are contaminated. If your hands are i clean, pick up the probe. Survey each shoe for at least six (6) seconds, keeping the probe about 1/2 inch away. A meter reading of 100 counts per minute above the initial background reading indicates contamination. d. If found contaminated remain where you are, if possible, and have a co-worker contact Health Physics. If you are alone and at a phone, call Health Physics and inform them of the situation. Whatever the i situation, svnid sprnading conteminatinn and contact Health Physics as scan as possible. e. Health Physics will perform a whole body suruny as described in Sec, tion C. i l F. PURPOSE To provide a standard technique for leak testing of a licensed, non-fissionable sealed source containing alpha, beta and/or gamma emitting radionuclides possessed, used and stored at Plant Hatch. To insure the detection of leakage of the radionuclide before it becomes a major health hazard. B. SAFETY Observe standard radiation protection procedures. C. REFERENCES 1. Sealed sources, other than Tritium, with a half life greater than thirty days and'in any form other than gas, shall be leak tested at intervals not to exceed six months. 2. Startup sources and fission detectors shall be tested within 31 days prior to being subjected to core flux or installed in the core and following repair or maintenance to the source. 3. Notwithstanding the periodic leak test required, any licensed sealed source is exempt from such leak tests when the source contains 100 microcuries or less of beta and/or gamma emitting material or 5 microcuries or less of alpha emitting material. n MANUAL SU

The periodic leak test required by this condition does not I apply to sealed sources that are stored and not being used. The sources excepted from this test shall be tested for leakage prior to any use or transfer to another person unless they have been leak tested within six months prior to the date of use or transfer. 5. Sealed Source means any radioactive material that is enclosed in, or is to be used in a container in a manner intended to prevent leakage of the radioactive material or any of its daughter products. NOTE Radioactive material which leaks from a source is a major health hazard in that it may become airborne or transported I in some other way to become inhaled or ingested by personnel in the vicinity. In the conduct of all leak testing personnel must be constantly aware of the techniques of safe handling and limit radiation exposure by considering distance, shielding, length of exposure, and total activity of the sealed source to be leak tested. F., LEAM TESTING PROCEDURE { 1. Unless otherwise indicated by the Laboratory Foreman, all alpha, beta and/or gamma sources will be tested by taking a cotton tipped applicator or smear disc and obtaining a swipe of the source holder in which the sealed source is mounted. 2. Break off cotton tip about an inch above the cotton if applicator is used. 3. After performing the swipe test, place the swipe in and envelope and/or polyethylene bag with tweezers. DO NOT CROS3 CCNTA!1INATE. 4. Take samples to the Counting Room or to other appropriate [ area for analysis with proper identification as to the radionucitde, serial number, location at time of sample, date and time. 5. Place cotton tip or smear disc, contaminated side up, in a planchet. 6. Count each sample for along enough time to attain good counting statistics with an appropriate detector scaler combination which has a minimum detection sensitivity of at I least 0.005jiCi. GENERAL The equipment listed in the procedure reflects those items in inventory as of the latest revision date of the procedure. -Tw o classifications of equipment are represented: equipment essential ~ to the emergency facilities and supplemental equipment and supplies. Essential equipment must be maintained in the inventory at all times. Supplemental, equipment and supplies (denoted by an asterisk

However, these items are not essential and would not have an adverse effect upon emergency response if they were not available.
