i SURJECT: IAEA INSPECTION OF PANCl10 SECO As previously discussed with nenbers of your staff, IAEA representatives would like to visit the Rancho Seco Plant January 20 and 21,1983. The j
expected purpose of the visit is to service the spent fuel storage pool car' era and to exanine your fuel accountability records.
The IAEA representatives are Mr. I. Hiranatsu and R. Theis.
Identification is provided for these individuals in the enclosure.
During.your upcominq refueling outage IAEA representatives would like to be present for the renoval of their seals in the containnent.
In addition, when the head is renoved they would like to be given the opportunity to visually check the physical presence of the fuel prior to its discharge from the reactor vessel.
In order to avoid the necessity of continued IAEA presence during reloed operations, IAEA proposes to install a surveillance camera inside the containment with a field of vision coverinq the top of the open reactor vessel.
The camera would be removed when the refuelinq is completed and the reactor head is installed.
Installation costs will be reinbursed by IAEA. All the necessary arrangenents for the IAEA presence durinq the refueling and the installation of the cancra including bracket location and any necessary seisnic analysis should be discussed with IAEA representatives during their January 20 and 21, 1983 inspection.
