This refers to the inspection conducted by Mr. D. D. Chamberlain of this office j

en August 16-20 and August 30-September 3,1982, of Massachusetts, and Cherry Hill, New Jersey, and to tbour facilities at BostonIngs discussion of our find with Stone and Webster (S&W) management and members of your staff at the conclusion of the inspection.

Areas examined during this inspection and our findings are discussed in the enclosed report. Within these amas, the inspection consisted of an examina-tien of procedums and repmsentative mcords, interviews with personnel, and observations by the inspector. This inspection included the following items:

(1) 10 CFR Part 50.55(e) Report (North Anna 3) - pressurizer safet piping design large pressum drop could lead to valve chatter; (2)y valve inlet Region I Request (Beaver Valley 1) - errors in seismic calculations perfomed by S&W for 79-14 Bulletin activities; (3) 10 CFR Part 21 Report (Maine Yankee) - potential failure of safety injection actuation system to o failum; (4) Region 1 Request (Nine Mile Point 2)perate due to single relay

- S&W design for cable tray support locations failed to meet technical standard requirements; and (5) 10 CFR Part 50.55(e) Report (River Bend 1) - failum of S&W to provide class 1E switchgear redundancy in meirculation pump circuitry for containment penetration protection.

During this inspection it was found that you failed to meet certain NRC requirements. The specific findings and references to the pertinent requirements am identified in the enclosures to this letter.

Please provide us within 30 days from the date of this letter a written statement containing: (1) a description of steps that have been or will be taken to cor m et these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and pmventive measums were or will be completed. Consideration may be given to extending your msponse time for good cause shown.

The response requested by this letter is not subject to the clearence procedures of the Office of Management and Budget as mquired by the Papemork Reduction 4

Stone and Webster Engineering Corporation In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room. If this vii d contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for withholding; and (b) sub-I mit within 25 days from the date of this letter a written application to this I

office to withhold such information.

If your receipt of this letter has been delayed such that less than 7 days are available for your myiew, please notify this office promptly so that a new due data may be established.

Consistent with Section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the infonnation which identifies the document or part sought to be withheld, and which contains a full statement of l

the reasons on the basis which it is claimed that the infonnation should be withheld free public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).

The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.

If we do not hear from you in this regard within the specified periods noted above, the mport will be placed in the Public Document Room.
