Dear Sir:
The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will'be finalized by March 8, 1983, at which time a complete report will be submitted.

INTERIM REPORT - DER 82-69 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
PVNGS UNITS 1, 2 and 3 I.
POTENTIAL PROBLEM Per Combustion Engineering.(C-E) Infobulletin 82-10, fuses used in the Digital Isolation Device Assembly (DIDA) should have a 1-amp rating.
C-E has been notified by Rochester. Instrument Systems (RIS) that fuses from their in-house inventory were discovered to have been labeled incorrectly. The fuses were manufactured by Federal Pacific Electric, Economy Fuse Division, Des Plaines, Illinois. The fuse part nunber is marked on the end c:ups, and the fuse rating is marked on the fuse container body. Approximately one (1%) to two (2%) percent of these fuses at RIS had "EBS-7A" stamped on the metal end of the fuse, although the fuse body label incorrectly indicated a 1-amp rating.
These fuses are used by C-E in the DIDA which is part of the Control Element Drive Mechanism Control System (CEDMCS) Auxiliary Cabinets.
These cabinets provide isolation of Class 1E and non-Class lE circuits in accordance with Regulatory Guide 1.75.
In this application, fuses with a 7-amp rating rather than the intended 1-amp rating would permit a fault current above that for which the DIDA has been analyzed or tested.
II.
APPROACH TO AND STATUS OF PROPOSED RESOLJTION Bechtel is corresponding with C-E to disposition this item.
III. PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT Evaluation of this condition and submittal of the Final Report is forecast to be completed by March 8, 1983.
