Chauncey Kepford, being duly sworn, states as follows:

In ALA3-701, the Appeal Board in the above-captioned proceedings-

discusses my qualifications as an expert witness, based upon its review t.

of certain portions of the record in the Three : tile Island, Unit 2, and Perkins licensing board proceedings.

In its discussion, the Appeal Board reaches certain' conclusions resulting from ambiguities in statements present in the record in those proceedings.

in full, this affidavit will address only those areas of my qualifications which are discussed in ALAd-701.

I am a radiation chemist.

I studied radiation chemistry and nuclear physics as part of my formal education.

Subsequently, at United Aircraf t Research Laboratories, located in East Hartford, Connecticut, I was employed as a radiation chemist, where my work included a quantitative study of the production of free radicals (indicators of radiation damage) i by Cobalt-60.
