Gentlemen:
We have completed our review of the revised Corporate Emergency Plan dated
May 1982, and the Prairie Island Site Emergency Plan dated October 1982.
Enclosed is a Safety Evaluation Report (50-282/82-21; 50-306/82-21) with the
NRC staff conclusions. Our review indicated that your plan meet the planning
standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.
Please be reminded that 10 CFR 50.54 requires that changes to your plan may
be made without Commission approval only if such changes do not decrease the
effectiveness of the plans and the plans as changed, continue to meet the
standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.
In all cases, you should furnish copies of each proposed change to the NRC
in accordance with 10 CFR 50.54(q).
Any changes to the Emergency Plan Implementing Procedures should be made
in accordance with the requirements of 10 CFR 50, Appendix E, Section V
(Implementing Procedures).
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
If this report contains any information that you (or
your contractors) believe to be exempt from disc 1csure under 10 CFR 9.5(a)(4),
it is necessary that you (a) notify this office by telephone within ten (10)
days from the date of this letter of your intention to file a request for with-
holding; and (b) submit within twenty-five (25) days from the date of this
letter a written application to this office to withhold such information.
