Dear Mr. Devine:

On flovember 9,1982, your oroanization was orovided a copy of the four-volume C. F. Braun Company's independent analysis of the heating ventilation and air conditioning (HVAC) systen at the La Salle County Station, Unit 1.

As you know, through your attendance at meetings and receipt of correspondence on this matter, this independent review was performed at the readest of the NRC staff, not to answer allegations that have been made concerning the supplier of the HVAC system (a natter which is being treated separately), but to obtain the independent view of a technically competent third party as to the ability of the actual installed HVAC system to adequately perform its intended safety functions without adverse safety impact.

The NRC staff had the benefit of your coments as expressed in your letters of Novenber 12,19 and 30,1982, as well as your oral coments at a December 1, 1932 meeting, which the HRC staff convened in Bethesda to obtain clarification from C. F. Braun on its independent review.

On December 3,1982, the NRC staff concluded that the C. F. Braun independent review has provided reasonable assurance that the HVAC system is capable of performing its intended safety functions and that the independent review provided additional assurance that the "as-built" La Salle HVAC system satisfies the specific design recuirements and, consequently, the requirenents for removing the restrictions on power level to less than full power because of HVAC concerns have been satisfied.

On December 3,1982, based on the completed safety evaluation, the HRC staff issued a letter to the Comonwealth Edison Company authorizing La Salle Unit 1 to proceed above 50 percent power. You were inforned of this action and have been provided with a copy of the December 3,1982 letter to CECO, which included a copy of the staff's safety evaluation on this matter.

Thoctas Devine j In our December 3,1982 letter we also requested CECO to furnish in writing (1) the information presented at the December 1,1982 neeting; (2) the steps CECO had and would take to coiplete the corrective actions identified by C. F.

Braun's observation Q2-53; and (3) steps CECO had taken and planned on Unit 2 with respect to the types of discrepancies identified by C. F. Braun for Unit 1.

A copy of the licensee's December 22, 1982 response to the above reauest is enclosed for your information.
