Storage of Wisconsin Electric Power Company TColburn 428 Spent Fuel at the Point Beach Nuclear Plant
Dear Mr. Jack:
Your letter of November 18, 1982 indicated your interest in the question of whether certain spent fuel elements, discharged from the Point Beach Nuclear Power Station, currently stored at West Valley, may be returned to Wisconsin Electric Company's possession under the existing operating license for the Point Beach facilities.
In a letter to the Nuclear Regulatory Commission (NRC) dated November 1, 1982 the licensee, Wisconsin Electric Company, has indicated its view that its current license authorizes such return, and asked for NRC confirmation.
We are working with the representatives of the licensee to better understand the background to the original arrangements made for fuel to be transferred to the possession of the licensees of the West Valley facilities. This should help us to determine whether any additional licensing authority is needed to authorize the return of these spent fuel elements to the Point Beach facilities.
We expect to determine shortly whether any additional information is needed from the licensee. We will provide your office with copies of our correspondence with the licensee to keep you abreast of this matter.
