EVEllT OF JUtiE 24, 1981 - FOLLOLlUP On flovember 9,1982 a meeting between Toledo Edison Company and the flRC was held at the Davis-Besse facility. The purpose of the meeting was to detemine if certain areas of concern, which the fiRC staff identified in their review of the event of June 24, 1981, had been addressed by Toledo Edison Comany and to detemine if the liRC agrees with the adequacy of the actions taken. As a result of that meeting we find that clarification of several points is required.

Toledo Edison Company letter dated July 8,1981 committed to providing automatic transfer to a redundant power source for the control room annunciator system. We understand that this comitment is fully iglenented. Toledo Edison Company also committed to a similar provision for the plant computer system which was to be implemented when the new plant computer was installed. We understand that the new computer was installed during the last refueling outage.
Toledo Edison Comany is requested to describe how the comitment for the plant computer systen has been _ implemented. Specifically, does the computer system renain functionally operable (CPU, I/O units, etc.)
from the control room in the event either power supply (YAU or YBU) is unavailable? If the commitment is _not yet fully implemented, 4
describe the extent to which the present system operability is inde-pendent of a single power source, the nature of your intended actions to conplete inplementation, your schedule for cogletion; and the compensatory reasures in force in the interim.

It is our understanding that a large fraction of the non-nuclear instrumentation is powered from the fillI-X supply and the remainder from the liflI-Y supply. Therefore, if the fl!!I-Y supply fails a ninor plant transient would occur and that a plant trip night be avoidable.
s Accordingly, control room readout devices are switched to fillI-X powered transmitters to provide sufficient information to the reactor operator. Ilowever, if lifil-X supply fails,.the plant transient is more significant and a plant trip is unavoidable.

o lir. Richard P. Crouse Toledo Edison Company is requested to describe the transient that occurs (in terms of RCS pressure, temperatures and flows, etc.) if fifil-X is lost.
Identify the cont;ml roon indicators recaining operable to pernit identification of the transient, track the course of the event.
Identify those plant systems necessary to mitigate the transient.
Identify any systems that are expected to be unavailable during the event. Provide your basis for acceptability of this event in lieu of plant nodifications or other conpensatory actions to lessen the effects of the disproportionate fillI loading on the flllI-X power supply.
Please provide your response not later than January 21, 1983.
The information requested in this letter affects fewer than ten respon-dents; therefore, OtB clearance is not required under P. L.96-511.
