J SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR.liEGULATION RELATED TO AMENDMErlT No.17 TO FACILITY OPERATING LICENSE DPR-77 AND AMENDMEflT NO. 8 TO FACILITY OPERATING LICENSE DPR-79 TEHflESSEE VALLEY AUTHORITY INTRODUCTI0ff In a Septenher 17,198?, transnittal TVA requested a correction to their inadvertent errors involving containment isolation valve stroke tines which were overlooked in requesting the May 4, 1982, amendments to both licenses.

Also in their Septenber 17 letter, TVA requested a change to the diesel generator hattery float voltage. TVA has replaced the diesel generator batteries at Sequoyah with lead calciun cells necessitettag a lower float voltage.

EVALUATION The fiay 4,1982, anendnents lengthened the valva isolation tines for the ice con-denser glyccl lines from 10 to 30 seconds. Errors in the technical specifications were incurred when the overall phase A response tine was not changed to reflect the increased isolation time. Sinilarly, the isolation time for the fire protection valves had been approved as 20 seconds in the initial issuance of Sequoyah Units 1 and 2 Technical Specifications, which is greater than or equal to the overall phase A response time. For both the glycol line isolation valves and the fire protection isolation valves, the corresponding phase A response tines were increased.

Because this anendrent corrects discrepancies resulting from previously approved tech specs, the staff agrees that the anendnent should be instituted.

Additionally, the new deisel gererator cells at Sequoyah require a change in the ntninun float voltage of surveillance requirenent 4.8.1.1.3.9.2 for Units 1 and 2.

There are 57 cell units with a nanufacturer's reconnended mininun float voltage of l

2.17 volts / cell. Therefore,123.69 volts or 124 volts is the ninipun total float voltaae requirenent. Because the nanufacturer's reconnended naxinun of 128.25 l

volts is presently exceeded in the technical specification, the tech spec voltage l

of 129 volts could contribute to shorter battery life.

From this. justification, the staff agrees that survillance requirenent 4.3.1.1.3.9.2 should be chanqed fron 129 volts to 124 volts.

. ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not authcrize a change in effluent types or total amounts nor'an increase in power level and will not result in any signif-icant environmental impact.

Having made this determination, we have further con-cluded that the amendment involves an action which is insignificant from the stand-point of environmental impact and, pursuant to 10 CFR 551.S(d)(4), that an environ-mental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this araendment.

CONCLUS_ ION We have concluded, based on the considerations diccussed above, that: (1) because the anendments do not involve a significant increase in the probability or con-sequences of accidents previously considered, do not create the possibility of an accident of a type different from any evaluated previously, and do not involve a significant decrease in a safety margin, the amendments do not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regula-tions and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
