Dear Hr. liukill:

In its Partial Initial Decision (PID) of August 27,1981, the Atomic Safety and Licensing Board for the THI-l restart proceeding specified two conditions which must be satisfied before restart.

These conditions related to contracting for a basic principles trainer and issuing bids and specifications for a T!!I-l replicate simulator (PID, para. 583, Conditions 5 & 6).

By letter dated September 29, 1982, you informed us of the fulfill-ment of the PID condition for contracting for the basic principles trainer. Under GPU Contract flo. C85166, GPU contracted for a basic principles trainer with Electronic Associates, Inc.

In the status report, you indicated that a procurement specification has been prepared and was issued for bids on September 33, 1982. Your report further indicated that a
