Gentlemen:

This refers to the NRC's Systematic Assessment of Licensee Performance (SALP)

of the Palisades Nuclear Plant and our meeting of October 28, 1982, to review

the results of that assessment covering the period July 1,1981 through

June 30, 1982. A copy of the SALP 3 Report was provided for your review in

advance of the meeting.

Enclosed is the final SALP 3 Report that incorporates

the SALP Board Chairman's letter to you and your letter of November 17, 1982.

In addition to the assessments and recommendations made by the SALP Board in

the enclosed SALP Report, I wish to acknowledge the improvement in the

Company's regulatory performance in connection with Palisades during the past

eighteen months. While we continue to seek further improvement, particularly

in the area of radiological controls, the improvement in the Palisades

regulatory performance represented the largest single improvement by a utility

in Region III during this time frame.

I hope this effort will continue.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.
