Cu11erot Seabrook Station (603) 474-9521, Ext. 2719 Release: 82-116 November 30, 1982 For Release After 1:30 p.m., November 30 PSNH Revises Seabrook Station's Cost and Completion Estimates The Seabrook Station nuclear power plant's two units will be completed in December, 1984, and March, 1987, and will cost a total of $5.12 billion, according to the latest estimate announced today by Public Service of New Hampshire.

The two units were previously estimated to be completed in February, 1984 and May, 1986, at a cost of $3.56 billion. Those estimates were made in April, 1981.

l l At a news conference held at the Seabrook construction site, PSNH President Robert J. Harrison announced thct the company will be I taking steps in response to the new estimates. "We will j immediately arrange to have these estimates reviewed by an 1

independent organization," he said. "We want to be sure these estimates are completely realistic and substantiated.

and schedule," Harrison said. PSNH and the other owners will be considering these and other possible steps during the next several weeks, he said.

Harrison attributed the higher cost estimate to such items as increased quantities of materials and labor ($122 million),

increased design and engineering compicxities ($459 million),

l increased quality assurance requirements ($53 million), added costs due to deferral of some work on the units in 1980 and 1981

($324 million), additional financing costs ($490 million), and specific corrections to the 1981 estimate plus other changes

($111 million). The schedule delay reflects slower-than-planned progress due to added labor requirements primarily to meet engineering changes.

According to Harrison, even at the new estimates, Seabrook 1

j Station remains an economical energy project. "By no means do we l

l pretend to minimize the sharp changes in these estimates," he l said, "but completing Seabrook Station, even at the new higher cost, will result in lower overall costs for consumers than will I

cancelling one or both units, remaining dependent on imported oil l or starting construction on a new power plant," he said.

At the new estimate, Seabrook's two 1,150-megawatt units will have a cost of $2,227 per kilowatt. Millstone III, a nuclear plant under construction in Connecticut, is currently estimated to cost $3,078 per kilowatt. New coal-fired plants are now estimated to cost in excess of $3,000 per kilowatt.

"Today it is an unfortunate reality that all new energy projects are costly," liarrison said. "Since $2.3 billion has already been spent on Seabrook, completing the project will be far less costly than other alternatives. No other new base load energy projects will be able to deliver the same power at a lower price when Scabrook begins operating," he said.
