This refers to the QA program inspection conducted by Mr. R. E. 011er of this office on August 23-27,1982, of your facility at Beloit. Wisconsin, and to the discussions of our findings with you and other members of the plant staff at the conclusion of the inspection.
This inspection was made to confim that, in the areas inspected, your QA program is being effectively implemented. The inspection effort is not designed to assure that unique quality requimments imposed by a customer are being achieved; nor to assure that a specific product, component, or service

provided by you to your customers is of acceptable quality. As you know, the NRC mquires each of its licensees to assum full responsibilit;y for the quality of specific products, components, or services procured from others.
You should, therefon, not conclude that the NRC's inspection exempts you trom inspections by an NRC licensee or his agents, nor from taking effective v
i corrective action in response to their findings.
Areas examined during this inspection and our findings are discussed in the enclosed report. Within these amas, the inspection consisted of an examina-tion of procedures and representative mcords, interviews with personnel, and l
observations by the inspector.

In accordance with 10.CFR 2.790 of the Consission's regulations, a copy of this letter and the enclosed inspection mport will be placed in the NRC's Public Docuncat Room. If this report contains any infomation that you believe to be' exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of ycur intention to file a requesi: for withholding; and (b) sub-

Con-sistent with Section 2.790(b)(1), argy such application must be accompanied by an affidavit executed by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.
