APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Morristown, New Jersey 07960 License No. DPR-16 As a result of the inspection conducted on September 14-17, 1982, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register on March 9, 1982 (47 FR 9987), the following violations were identified:

A.

Section 4.6.B(3) of Appendix A to the Provisional Operating License No.

DPR-16 requires that the environmental program described in Section B.II.6 of Amendment 65 to the Application for the Reactor Operating License shall be conducted. The sampling frequencies specified in Table B-II-1 of Amendment 65 shall be adhered to as closely as conditions permit. Table B-II-1 of Amendment 65 to the Operating License requires that airborne particulate samples be collected from five specified locations every two weeks and analyzed for gross beta activity.

Contrary to the above, as of September 17, 1982, the air particulates at air sampling Station No. I were not collected from September 6, 1982 to September 16, 1982 in that this sampler was out of service.

In additiva, air particulates were collected from December 7,1981 until December 30, 1981 at air sampling Stations Nos. 2 and 3 and A, a period exceeding two weeks.

This is a Severity Level V.

Monitoring Requirements of Section 2.0 of the Oyster Creek Environmental Technical Specifications (OCETS) requires that the thermal monitoring system be calibrated. Section 1.0 of the OCETS defines calibration to encompass all aspects of the circuit, including the sensor, indicating control features, alarm, and/or trip functions.

Contrary to the above, as of September 17, 1982, the periodic routine thermal monitoring system calibrations performed since July, 1981 did not include calibration of the integrated system including the thermal sensor (RTD).

This is a Severity Level V.

Pursuant to the provisions of 10 CFR 2.201, Jersey Central Power and Light Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
