NRC Site Inspection of Electrical Installation, September 9 & 10, 1982.
Dear Mr. Keppler:
This letter confi ms information provided to Mr. K. R. Naidu and Mr. B. H. Little during a meeting at the Fermi 2 Site on September 10, 1982.
In response to concerns expressed by Mr. Naidu regarding the inspection of electrical conduit installations, the following actions have been, or are in process of being implemented:
- 1. A Stop Work Order was initiated for pulling cable in empty conduits and wireways.
- 2. All empty Quality Level I conduits and wireways will be inspected and accepted by Quality Control inspectors prior to the installation of cable. This applies to previously installed conduit as well as new installations. Any I deviation from this will have to be approved by Detroit Edison Field Engineering.
- 3. Edison's Project Quality Assurance Organization will review Comstock's Field Surveillance Correction Report (FSCR) to determine if the items identified should have been reported on a Nonconformance Report. In addition, the FSCR procedure will be reviewed for definitions and applicability.
- 4. The Project Quality Assurance Organization will review the Comstock procedure for ambiguities and conformance with Edison specification.
- 5. Training of craft foreman and Quality Control inspectors in the revised procedures.

We expect items 2, 3 and 5 to be completed by September 20, 1982 and would then resume cab'; pulling with daily surveillance provided by Edison's QA personnel until assured that the program is working properly. Itam 4 will be completed by October 4,1982.
