2. 74 0b (b) , hereby supplement their October 19, 1982 Responses to

" Palmetto Alliance Third Set of Interrogatories." As indicated in their October 19 Responses, Applicants stated that they would provide responses to Interrogatories 14 and 15 and a portion of Interrogatory 32 at a later date. This Supplemental Response incorporates by reference all objections contained in the October 19 Responses, as well as Applicants' Motion for Protective Order of

! the same date which accompanied those Responses.

14. Discuss in detail the " pool leakage rate." FSAR 9.1.2.1 (8)

Include in your answer all assumptions, computations, and calculations used in determining this rate.

The " pool leakage rate" discussed in FSAR 9.1.2.1(8) is a maximum credible value calculated to insure that each redundant make-up system provided has the capacity to supply water at an adequate rate for Condition I, II, III and IV occurrences.

Seismic Category I structure and a safety evaluation (FSAR 9.1.2.3) concludes that the liner plate can withstand all credible loading combinations and impacts without loss of integrity, the " pool leakage rate" referenced in FSAR 9.1.2.1(8) remains as designated (equal to zero). Although no leakage is postulated, an assured source of make-up water is provided by connections to the Nuclear Service Water System as discussed in FSAR Section 9.1.3.1-4. (JRT)

15. Describe in detail the environmental, health, and safety effects if the pool leakage rate is greater than anticipated.

Since the pool liner plate is designed and tested to zero leakage for all Condition I, II, III or IV occurrences (refer to response for Interrogatory 14), environmental, health, or safety effects due to pool leakage have not been evaluated. (JRT)

32. Describe in detail the tests performed on the spent fuel storage racks in the shop after fabrication and in the spent fuel pool to insure that there are no drag forces in excess of 50 pounds during removal of fuel assemblies from storage racks. FSAR 9.1.2.3 How was the figure of 50 pounds determined? Vmy was this figure used as a cut-

! off? Include all assumptions, calculations and computations utilized.

Fifty pounds is the approximate amount of drag force expected.

! The design specification has evolved over time, based on observa-tion and experience. Known good fuel assemblies and known good racks have been studied and drag forces of about fifty pounds -
