BIG ROCK POINT - CONTAINMENT LEAK TESTING SECY w. transmittal form The Commission has issued the enclosed Exemption (Enclosure 1) from certain requirements of Section 50.54(o) and Appendix J to 10 CFR Part 50 for the Big Rock Point Plant in response to your letters dated September 15, 1975, February 13, 1976, December 20, 1977, October 10, 1980, August 19, 1982, and October 12, 1982. This Exemption is being forwarded to the Office of the Federal Register for publication.
The enclosed Safety Evaluation Report (SER) (Enclosure 2) tad Technical Evaluation Report (TER) (Enclosure 3) provide the basis for the staff's action on your requests for exemption. Some of the exemptions are granted, and an exemption was determined not to be necessary in other cases. Also, as discussed in the SER, some of your requests have been deferred to the Systematic Evaluation Program (SEP).
Review the enclosed SER and TER and provide any necessary revisions to your proposed Technical Specification changes to us within 60 days of receipt of this letter. Until revised Technical. Specifications are i
issued, you should continue to adhere to the provisions of your existing specification pertaining to containment leak rate testing.
For those issues which have been deferred to the SEP, review the enclosed SER and TER and inform us if your facility differs from the licensing 360[
basis assumed in our assessment within 30 days of receipt of this letter.
