Dear Mr. Keppler:
Re ference (a) provided the results of an inspection conducted by Mr.
J. Peschel of your office on September 1-2,,198 2 o f activities at Byron Station.
During the inspection it was determined that certain activities were not in compliance with NRC requirements.
Attachment A to this letter contains Commonwealth Edison's response to the Notice o f Violation which was appended to reference (a).
Please address questions concerning this matter to this office.

ATTACHMENT A Response to Notice o f Violation Violatio n 10 CFR 50, Appendix B, Criterion VI requires that documents, including changes, be approved by authorized personnel and that they be distributed to and used at the location where the prescribed activity is performed.
The Hatfield Electric Company Quality Assurance Manual,Section VI, requires the documents which are required to specify the quality assurance requirements for the project be distributed to field personnel.
Contrary to the above, Revision 11 o f the Hatfield Electric Company Quality Assurance Manual was approved by the licensee on June 10, 1982, and distribution of the manual to Byron field personnel was not made until the time of this inspection.
Corrective Action Taken and Results Achieved As noted in the inspection report, Revision 11 to the Ha tfield Electric quality assurance manual was distributed to field personnel on September 2, 1982.
Corrective Ac tion Taken to Avoid Fu rther Noncompliance The Ha tfield Q. A.
Manager, who is located on site, has agreed to track all proposed Q. A. manual changes which he has approved until they are either approved and distributed or rejected by Ha tfield's president.
The status of all such changes will be reviewed at least once a month.
