Dear Mr. Denton:
In response to Commissioner Roberts' comments on 11/12/82 and I
subsequent-discussions with the NRC Staff concerning monitor-ing and inspection of the Service Water Intake Structure (SWIS),
South Carolina Electric and Gas Company (SCE&G) requests that the Operating License for the Virgil C.
Summer Nuclear Station, Section 2.C(5), be amended.
Attached please find the suggested revised license condition.
This revision is intended to clarify inspection criteria for the underwater divers, and to modify the requirement for annual underwater inspections of the intake tunnel.
First, divers are able to visually identify cracks in the range of.015 inches in width.
Secondly, SCE&G maintains that.the intake structure has stabilized subsequent to filling the service water pond and that survey of the monitoring masts attached to the intake structure provides adequate indication of any additional settlement /
rebound occurrences.
An additional diver's inspection to be conducted prior to July 31, 1983 should provide confirmation that the monitoring masts can adequately describe the status of the intake structure.
Enclosed is a check in the amount of four thousand ($4000.00) as required by 10CFR170.22.

Stability of the West Embankment and its Effects on the Intake Structure (Section 2.5.4, SSER 3)
SCE&G shall conduct the monitoring program discussed in Section 2.5.4.10.6.2 of the Final Safety Analysis Report as amended through Amendment No. 33, to specifically include the following:
At the vicinity of the pumphouse and intake struc-a.
ture, four settlement points capable of monitoring both horizontal and vertical movements shall be established to monitor the embankment movements.
b.
The submerged slope profile of the west embankment over the intake structure shall be established and 4
monitored to detect any unusual movements that may affect the intake structure.
c.
The schedule and the reporting requirements of the above inspection shall be in accordance with the recommendations stated in Regulatory Guide 1.127.
d.
An underwater diver inspection shall be conducted prior to July 31, 1983 to reexamine the condition of the intake structure.
The diver's inspection will identify any visible cracks within the intake structure.
If new cracks are observed, an engineering evaluation will be made subsequent to the diver's inspection to determine the significance of any cracking and/or remedial action required.
A report will be submitted to the NRC giving the results of the inspection and any proposed remedial action.
Should the diver's inspection and/or engineering evaluation indicate that no remedial action for the intake structure is required, SCE&G will continue surveillance of the intake structure by surveying the three monitoring masts semiannually for the life of the facility to assure that no significant differential movement occurs.
Any future diver's inspection shall be made based on survey results of the monitoring masts.
Indications of dif ferential movement would result in more frequent surveys, and an additional diver's inspection would be made should the differential movement exceed one inch.
A diver's inspection would also be performed following any earthquake during which the plant seismic instrumentation indicates that the operating basis earthquake has been exceeded.
