APPENDIX A NOTICE OF DEVIATION Boston Edison Company Docket No. 50-293 Pilgrim Nuclear Power Station License No. DPR-35 As a result of the inspection conducted on September 7 - October 18, 1982, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register on March 9, 1982 (47 FR 9987), the following deviation was identified:
Boston Edison Company (BECo) letter (BECo Ltr. #82-13) dated January 15, 1982 to NRC Region I in response to Inspection Report 50-293/81-19 re-garding radioactive discharges stated that: 1) a sign had been made to install on the ampere meters for the circulating water pumps to preclude a shutdown of the pumps during a radiuactive discharge, 2) procedure No.'s 7.9.2 and 2.1.17 would be reviewed and revised, where necessary, to address proper use of the above mentioned sign, and 3) these revisions would be implemented prior to startup.
Contrary to the above, as of September 23, 1982: 1) the sign to preclude shutdown of the circulating water pumps during a radioactive discharge was not available, 2) procedure No.'s 7.9.2 and 2.1.17 did not address proper use of the sign, and 3) revisions were not implemented prior to startup in March, 1982.
Boston Edison Company is hereby requested to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explana-tion in reply, including for each deviation:
(1) the corrective steps which have been taken and the results achieved; (2) the corrective steps which will be taken to avoid further deviations; and (3) the date when corrective action will be com-pleted.
