SUff1ARY OF THE OCTOBER 29, 1982 HEETING - CORE SPRAY SPARGER CRACV, REPAIR

!!RC and NiiEC0 representatives met in the NRC Bethesda, !!aryland office on October 29, 1982 to review the visual inspection results, using an 4(

underwater TV camera, of _the low pressure emergency core spraty sparger including detailed observations of a crack in the sparger and the resultant necessary actions.

Visual inspections were perfomed per I&E Bulletin 80-13, disclosing a significant crack near the sparger-to-junction box "D'? welds. The licensee has installed a clamp at this location to prevent further degradation and ensure that the core spray system will continue to pro-vide the required core spray cooling capability.

The staff evaluated the infomation presented by NNECO and concluded that the actions were acceptable.

The bases for our conclusion are:

1.

Confimation that the inspection perfomed using high resolution TV cancra revealed no other cracks.

2.

The clamp at the crack location is designed to hold pu the sparger and junction box together, with negligible separation at the crack location, thus maintaining proper function of the spargers.

3.

The mechanical design of the clamp is in accordance with requirements of ASME III, Subsection NF. The calculations conservatively assume that the pipe is completely severed at the location of the crack.

4.

The clamped area will be inspected at the next refueling outage to confim that the clamp is still perfoming its function, to check for any further crack progression and to detemine if additional cracks have occurred.

Clamps of identical or similar design have been installed on Oyster Creek, Vemont Yankee, and Peach Bottom. Repetetive examinations of the clamped area at Oyster Creek have confirmed that the clamp has remained functional, and no further sparger pipe degradation has occurred.

The staff concluded that !!NECO actions to prevent degradation of the core spray system are satisfactory, and that the inspection planned for the next refueling outage will provide assurance that the system will remain coupletely operational.
