SUBJECT:
NORTH ANNA 230 KV TRANSMISSION LINE We have received your submittals dated September 27, 1982 and October 21, 1982 regarding the proposed 230 KV transmission line from the North Anna Power Station to the substation near the town of Louisa, Virgiria. Based on our review of the above sebmittals, we conclude that except as noted below the pro-posed construction would not affect any of the license conditions of the North Anna Power Station, Units No. I and ? (NA-1&2) Facility Operating Licenses.
Accordingly, the staff does not consider that the proposed transmission line i
would require an amendment to Facility Operating Licenses NPF-4 and NPF-7 for NA-1 and 2 respectively.
Ilowever, License Condition 2.F.1. for NA-1 Operating License NPF-4 and License Condition 2.F. for NA-2 Operating License NPF-7 require VEPCO, prior to engaging in any additional construction or operational activities which may result in an enviro mental impact that was not evaluated by the NRC, to prepare and record an n
environmental evaluation of that activity and, if the evaluation indicates that such activity may result in significant adverse environmental impact that was not evaluated, or that is significantly greater than that evaluated in the NRC's Final Evironmental Statement or its addenda, to provide the evaluation to and receive prior approval from the NRC.
We have reviewed the environmental analysis which VEPCO submitted to the Virginia State Corporation Comission in 1981 as part of its application for amendment of the certificate of public convenience and necessity issued by the SCC, and consider that environmental analysis, together with the previous environmental information submitted to the NRC staff in 1974 and 1976, including your response to staff questions, to fully satisfy the referenced conditions of the NA-182 operating licenses with respect to the proposed transmission line.
