The requested changes pertain to Consumers Power Company's proposed, coordinated, company-wide, approach to safety management for the Palisades, Big Rock Point and Midland Plants and supercedes the proposed Technical Specifications submitted July 20, 1982.
The concept of a coordinated, company-wide safety management program was originally presented to the NRC Staff in Bethesda on May 4, 1982 and submitted as a Technical Specifications change request on July 20, 1982. As a result of discussions with your staff on October 20, 1982, revisions to the proposed Technical Specifications have been made and are incorporated in this submittal.
It is important to note, that to be effective, this safety management program must be implemented on a company-wide basis.
NRC approval of this program other than for all Consumers Power Company facilities could I
result in a situation wherein the off-site review requirements differ for each plant. To assist the NRC staff in their review, we have attached a copy of a letter that has been submitted on the Midland Plant docket which summarizes how our proposed plan encompasses the role and philosophy of NUREG-0737 Item I.B.1.2, " Independent Safety Engineering Group," for the Midland Plant.
The Nuclear Activities Plant Organization (NAPO) Palisades staff will meet these proposed Technical Specification requirements by January 1, 1983 with full procedural implementation expected to occur within six months from the date that the amendment is issued by the NRC.
In addition, a formal submittal of Rev 2 of Consumers Power Company's Quality Assurance Program Discription for Operational Nuclear Power Plants (CPC-2A) reflecting the proposed Technical Specifications changes will be made upon NRC approval of this

A check in the amount of $2,400.00 ($1,200.00 for each plant) was submitted with our July 20, 1982 letter. Since this submittal supercedes our previous letter no additional fees are being remitted.
