RELOAD 8 The Comission has issued the enclosed /cendment No. 87 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1.

This amendment is in response to your application dated October 15, 1982, as supplecented November 2, 1982.

lie have completed our review of seven of the nine safety evalisations and related proposed Technical Specification changes that you have submitted. One (item 7 in your October 15, 1982 submittal) concerning the Scram Discharge System has been issued recently as part of Amendment No. 86 Our evaluation of two other requests (items 6 and 8) is continuing. He understand that neither of these is required for Hillstone Unit No.1 startup following the plant outage for Reload 8 ghf You have also submitted letters to NRC concerning 10 CFR 50.44,

" Standards for Combustible Gas Control System in Light Water Cooled Power Reactors." Section 50.44 requires that the primary means for controlling combustibic gases following a LOCA shall be provided with either an internal reconbiner or the capability to install an pStA

external recombiner following the start of an accident by the end of the first scheduled outage beginning after July 5, 1982. You provided information to the staff in letters dated December 28, 1981, January 26, 1982, April 2, 1982, August 6, 1982 and November 5, 1932 as well as information from the BWR Owners Group letters dated April 5, 1982 and June 21, 1982, and at meetings with the NRC staff on January 25, 1932, July 21, 1982 and September 15, 1902. This information provides the basis for your position that Post-LOCA purge and vent is not required to prevent combustible gas buildup or containment pressure in excess of one half design pressure. Therefore, the capability to connect a hydrogen reconbiner to the containn'ent following a postulated LOCA is not required. He are continuing our evaluation of your and the BWR Owners Group's position with respect to the need for recombiners.
