Dear Ms. Doris:

This is in response to your letter dated September 1,1982, in which you requested, pursuant to the Freedom of Information Act, copies of records pertaining to the four categories of information and questions described in your letter.

In response to your request, we are providing you with copies of two NRC response letters to a previous F0IA request for information similar to yours on the GINNA nuclear power facility.(Ref.: F0IA-82-417(Long)).

These letters are described on Appendix A.

Copies of the documents identified in the two letters are available for inspection and copying at the NRC Public Document Room (NRC PDR) located at 1717 H Street, N.W., Washington, DC 20555.

Our search has not disclosed any additional documents which mcy be subject to your request.

The charge for reproducing _

records located in the PDR is five cents ($0.05) per page, as specified in 10 CFR 9.14(a).

Copies of these documents can be purchased by writing directly to the NRC PDR. The number of pages per document is indicated, in some instances, in the Appendices.

Upon your agreement to pay the reproduction charges, the NRC PDR will arrange for the records to be reproduced by Literature Research Company, a private reproduction contractor servicing the PDR.

You will be billed by Literature Research Company for the reproduction charges, plus tax and postage.

While we noted that your request stated thct it was one for records, in fact you asked questions. The Freedom of Information Act (5 U.S.C. 552) applies only to requests for, or access to, records.

Since your request is for.information rather than access to records, it is not a proper request made pursuant to the Freedom of Information Act. We referred your letter to the NRC's Incident Response and Development Branch of the Office of Inspection and Enforcement, which is the office responsible for the four categories of questions you asked, and they have supplied us with the responses set forth on Appendix B.

This completes action on your request.

1.

Question "Was Duty Officer Tim Norris notified that a steam bubble had formed in the Ginna Nuclear Reactor during the January 25, 1982 accident.

If so, how was he notified?"

Answer The Duty Officer, Tim Norris, was not the NRC person to whom such a report would be given, since the existence of the Steam Void was not clearly indicated until 10:09 a.m., when the Operations Center was staffed with other personnel who were in constant communication with the Control Room and Technical Support Center at Ginna.

2.

Question "Was information about the steam bubble, including the fact of existence, transmitted from the Ginna plant over the hotline system to the NRC emergency Operations Center in Bethesda?"

Answer Yes, the first clear indication that a steam bubble had formed was the rapid rise in pressurizer level which exceeded that attributable to safety injection and charging flow.

It was discussed by all participants in the Emergency Notification System phone conversation at 10:09 a.m. on January 25, 1982.

3.

Question "What was the general performance of the staff handling the accident from the Emergency Operations Center?"

Answer This question is best answered by NUREG-0909, NRC Report On The January 25, 1982 Steam Generator Tube Rupture At R. E. Ginna Nuclear Power Plant.

Chapter 6, Organizational Responses, will be of specific interest.

4.

Question

" Communications, if any, between NRC and Gannett Newspaper Corporation, Gannett-Rochester News' papers, the Times-Union or the Democrat and Chronicle?"

Answer The Office of Inspection and Enforcement does not have any record of communication with any of these organizations.
