Dear Mr. Denton:

In acc dance with Section 50.54 (g) of the Commission's regulations, we are submitting 10 copies of the September, 1982 revision of the Peach Bottom Atomic Power Station emergency plan.

This revision incorporates changes in the Philadelphia Electric Company emergency response organization, changes in response to the NRC Emergency Preparedness appraisal of our plan, and changes to text and figures.

Because of the extensive revision to the organization and text of the document, no revision sidebars have been used.

The revisions to the Plan do not decrease the effectiveness of the Plan and as revised, the Plan continues to meet the applicable requirements of Appendix E to 10CFR Part 50 and 50.47 (g) of the Commission's regulations.

4 The. development and improvement of this plan will continue.

The plan is subject to further revisions depending on the FEMA comments on Pennsylvania and Maryland and county participation in the June 16, 1982 emergency exercise.

Additional submittals will be sent as changes are made to our plan and the state and county plans.

PUBLIC INFORMATION I. ~

PURPOSE To establish public information procedures to be used in support of the county response to an incident at the Peach Bottom Atomic Power Station. (PBAPS)

II.

OBJECTIVES A.

To establish a program to inform persons living, working or traveling in risk area of Chester County of plans and pro-cedures for their notification, actions and further contact in the event of an incident at the Peach Bottom Atomic Power Station.

B.

To develop materials and to identify procedures for the re -

lease of emergency information and instructions to the news media and the public in the event of an incident at the Peach Bottom Atomic Power Station.

III. RESPONSIBILITIES A.

The Chester County Director of Emergency Services and Public Information Officer in coordination with the Pennsylvania Emergency Management Agency (PEMA) is responsible for the development of a public information program to inform persons living, working and traveling in risk area of the county of plans and procedures for their notification, actions and points of contact for further information in the event of an emergency associated with PBAPS.

B.

The Chester County Director of Emergency Services and Staff are responsible for the advance development of prepared messages designed for dissemination over the emergency broad-cast system at the time of an emergency. These messages will be developed with the assistance of PEMA and will provide the public with specific emergency instructions based on the seriousness of the incident.

C.

The Chester County Commissioners in consultation with PEMA are responsible for the release of prepared instructions to the public at the time of an emergencj 1ssociated with PBAPS.

Within their municipalities, local, municipal emergency manage-ment coordinators are responsible for the distribution of t

-9 county prepared, printed materials informing the general, trans-ient and handicapped public of actions to be taken in the event of an emergency associated with PBAPS.

IV.

CONCEPT OF OPERATIONS A.

Preemergency public information will be prepared and annually updated by the Chester County Department of Emergency Services Director and his staff and Public Information Officer (PIO). This information will instruct the public.at risk of how they will.be notified, what thal-~ actions will be and who to contact for r

further information in the event of an emergency at PBAPS.

B.

The Chester County Director of Emergency Services trill coordinate the distribution and dissemination of preemergency public information. Within the risk area, the West Nottingham Twp.

Emergency Management Coordinator will be responsible for the distribution of printed materials to local residents, hotels, motels, campgrounds and other tranaient population areas.

(Shown in Appendix 7.)

C.

Chester County will participate in an annual news media orienta-tion held for the Peach Bottom risk counties which will be sponsored by PEMA. This orientation will acquaint news media representatives from Chester County with radiological emergency response plans and points of contact for release of public re information during an emergency.

D.

The Chester County Emergency Operations Staff, Public Information Officer, with the assistance of PEMA, will prepara and update statements for broadcast over the emergency broadcast system in the event of an emergency. These statements will include:

Initial Alert Announcement.

2.

Take Shelter Instructions.

3.

Selective Evacuation Instructions.

4.

General Evacuation Instructions.

Reentry and Recovery Instructions.

In the event of an emergency associated with PBAPS, the Chester County Director of Emergency Services, at the direction of the Chester County Connaissioners, who will be advised by PEMA, will release statements via the emergency broadcast system to the public at risk concerning what their actions should be.

A rumor control center will be established by Chester County

~Q whenever the EOC is activated in support to this plan. The (Q}

County Public Information Officer is responsible for staffing and operation of rumor control telephone (s). The rumor con-trol telephone number of Chester County is 431-6480. It will be published as the primary number.

If needed, additional telephone lines will be coordinated by the Communications and Alerting Group Chief.

G.

The Chester County Director of Emergency Services will provide space for news media use near the EOC during an emergency.

H.

The Chester County Public Information Officer will serve as the county's spokesperson in the event of an emergency associated with PBAPS. The County PIO will be briefed by PEMA and the County Emergency Management Staff PIO prior to the release of public information during an emergency when possible.

Arrangements for the regular exchange of information between principal organization spokespersons will be made during an emergency.

This message has been released by the Chester County Commissioners' Office through the Chester County Department of Emergency Services.

"An incident has occurred at the Peach Bottom Atomic Power Station. At this time there has been (a) (no) release of radioactive materials. All residents of Chester County should stay tuned to this station for the latest information.

This station will continue to keep you informed concerning the situation.

In the meantime, you are requested to locate and review your emergency information brochure about the Peach Bottom Atomic Power Station. This brochure describes what steps may be taken to protect you and your family should protective action be necessary.

We emphasize that the situation at the Peach Bottom Atomic Power Station requires no special reaction at this time except to review your emergency information brochure. Continue to listen to this station for official county bulletins and special instructions."

ND TAKE SHELTER EBS ANNOUNCEMENT The following message has been released by the Chester County Department of Emergency Services.

"The Governor has announced that an emergency presently exists at the Peach Bottom Atomic Power Station. Persons living or working in a ten-mile area around the facility are requested to take shelter.

According to state and federal officials, it is safer to remain sheltered than to evacuate at this time.

In Chester County, people living or working in West Nottingham Township are affected by this request.

Persons living or working in West Nottingham Township should take shelter.

Persons traveling to home or work should proceed to their destination in an orderly fashion obeying all traffic regulations. Nonresidents traveling in motor vehicles should clear the area in an orderly fashion.

All persons traveling in the area in motor vehicles should roll up windows and close air vents.

If in an automobile, or when sheltering is not immediately available, improvised respiratory protection may be taken.

Place a handerchief, towel, or other similar item snuggly over the nose and mouth until indoors.

Persons who have taken shelter should observe the following procedures:

Close all doors and windows.

2.

Disconnect air conditioners or fans.

3.

If applicable, lower the thermostat setting of any heater to minimize the intake or external air.

4.

Keep pets inside, and to the extent possible bring farm animals under covered facilities.

5.

Locate your Chester County Emergency Information Brochure for Peach Bottom and read the emergency information that it contains with emphasis on the Take Shelter instructions.

You are asked not to do the following:

You are requested not to telephone or go to the school your children are attending. They are in a sheltered protected environment.

2.

Do not telephone the municipal, county, state, or other federal officials directly involved. They will keep you informed of the situation through this station. Do not use the ' eleplwuc except for medical emergencies.

The preceding has been an announcement by the Chester County Emergency Management Agency. It calls for all persons living or working within a ten-mile radius of the Peach Botton Atomic Power Station to take shelter. For further information, stay tuned to this station."

APPENDIX 3 ND SELECTIVE _ EVACUATION EBS ANNOUNCEMENT i

The following message has been released by the Chester County Department of Emergency Services.

"The Governor has announced that an emergency presently exists at the Peach Bottom Atomic Power Station and recommends the evacuation of pregnant women and preschool children within a ten-mile radius around the facility".

In Chester County, pregnant women and preschool children living in West Nottingham Township are affected by this request. That is pregnant women and preschool children in West Nottingham Township.

Pregnant women and preschool children needing shelter will be received at located at Persons needing transportation to this site should contact their local police or fire department.

Those persons affected by this message who are evacuating by private auto-mobile should remember to drive carefully and obey all traffic laws.

Pregnant women and preschool children affected by this request should pre-

pare to spend a min 4== of three days away from home and should taken with them sufficient quantities of clothing, personal items and prescription drugs to last for at least this length of time.

Food, beds, and sanitary facilities will be provided at the mass care facility.

The preceding has been a message from the Chester County Department of Emergency Services regarding the Governor's recommendation for the pro-tactive evacuation of pregnant women and preschool children living within a ten-mile radius of the Peach Bottom Atomic Power Station. 1 APPENDIX 4 ANNEX D GENERAL EVACUATION EBS ANNOUNCEMENT The following message has been released by the Chester County Department of Emergency Services.

"The Governor has announced that an emergency presently exists at the Peach Bottom Atomic Power Station and recommends the evacuation of all persons living or working within a ten-mile radius of the facility.

In Chester County this evacuation advisory effects persons in West Nottingham Township. That is West Nottingham Township.

If you live in West Nottingham Township you are requested to locate the Chester County Emergency Information Brochure for Peach Bottom which was previously distributed to all households and read the instructions per-taining to evacuation.

Persons living in West Nottingham Township who need a place to stay should report to the reception center at Lincoln University, via Route 1 East and LR 131 East.

(Repeat the preceding paragraph one time and continue message).

U Families.with childrendin school should.. pick them up at their schools after departing the risk area. After 6:00 p.m. children will be trans-ported to Lincoln University to await pick-up.

If you have housebound persons or invalids in your home and require assistance in moving them, contact your local police or fire department.

Please cooperate by checking on persons who may live alone in your neigh-borhood.

If they have no way or providing for their own transportation, please assist them if possible.

If you cannot obtain transportation for these persons, please contact your local police or fire department.

Persons affected by this evacuation advisory should prepare to spend a

=4n4=3= of three days away from home and should have with them sufficient quantities of clothing, personal items and prescription drugs for at least this period. Persons evacuating to mass care centers will be provided with food, bedding and sanitary facilities. Pets may accompany their owners but will not be allowed inside the mass care centers. Care and feeding are the responsibility of the owner.

Farmers affected by this evacuation advisory should sheltet their animals and contact their county USDA agricultural agent for further instructions regarding protection of livestock and foodstuffs.

Persons planning to evacuate are raminded to take the following steps prior to leaving:

1.

Secure your home and property.

2.

Turn off all lights and electric appliances.

3.

Turn down any heating systems (or turn off air conditioning systems).

4.

Proceed calmly to your destination, obeying all traffic laws and driving carefully.

5.

Please obey the police and others who will direct traffic along the evacuation routes.

Persons evacuating are advised that the evacuation area will be secured and patrolled by state and local police and the National Guard.

The preceding has been an announcement by the Chester County Department of Emergency Services regarding a reconunendation by the Governor for the evacuation of all persons who may be effected.by the incident at Peach Bottom Atomic Power Station. For further information please stay tuned to this station".

APPENDIX 5 ANNEX D REENTRY AND RECOVERY EBS ANNOUNCDENT This messare l' med for broadcast by support and risk county news media.

The following message has been released by the Chester County Department of Emergency Services and affects all Chester County residents who have evacuated.

"The Governor has announced that residents who evacuated the area around Peach Bottom Atomic Power Station may begin the orderly return to their homes.

Procedures for reentry to the evacuated area have been planned to ensure the safety of all returning evacuees, Persons in mass care centers will be notified of tneir scheduled return. They should wait for notification before preceeding.

Return routes, which are generally the same as 1.bose used for evacuation, have been marked and will be manned by emergency ptrsonnel. Arrangements have been made for the sale of limited quantities of gasoline and food supplies along the reentry routes. These locations will also be marked.

It is requested that each family cooperate with the municipalities which have been your hosta during this emergency by hciping to restore evacuation facilities to their original condition and by assisting with general area clean-up before leaving.

The preceding has been an announcement by the Chester County Department of Emergency Services concerning the orderly reentry of evacuated residents to the area surrounding Peach Bottom. Please stay tuned to this station for further information".

ANNEX E FIRE AND RESCUE I.

PURPOSE To provide fire and rescue services in both support and risk areas

in the event of an incident at the Peach Bottom Atomic Power Station (PBAPS). To assist municipal governments in warning the populace of protective actions as called for by the county officials.

II.

RESPONSIBILITY A.

The responsibility for fire protection will remain with the individual fire companies of Chester County.

Fire 'ompanies will follow municipal emergency plans to pro-B.

c vide warning to the population via Alert Teams.

C.

The County Fire Coordinator will be responsible for coordin-ating fire coverage, equipment and personnel.

D.

If an evacuation appears iminent, Volunteer Fire and Rescue personnel who reside in the risk area will be released to secure their residences / assist their families, after route alerting responsibilities are completed. Replacement personnel will be coordinated through the County Fire Group Coordinator as necessary.

E.

To provide transportation out of the affected areas to those people without other means of transportation.

III. DEFINITIONS A.

Risk Fire Department - While not located within the plume ex-posure pathway EPZ Union #1 Fire Company provides Fire and Rescue coveragu for that portion of West Nottingham Township.

B.

Supporting Fire Departments - Companies in adjacent coverage areas who will back up Union FC.

These are Cochranv111e and West Grove.

C.

Task Force - A group of fire apparatus responding as a tactical group rather than as separate units.

D.

Task Force Come.ander - Officer in charge of a task force.

IV. REQUIREMENTS

[^O To insure fire protection for their respective municipalities in

Chester County, che Union Fire Department has agreed to provide fire protection as long as radiation levels permit.

In coordination with West Nottingham municipal officials, the fire department has also agreed to assist in route alerting for areas not covered by the cour.ty siren system, and in providing transportation services to those needing transportation in event of an evacuation.

V.

CONCEPT OF OPERATIONS A.

Unusual Event Normally no action.

If the situation requires, however, the County Emergency Services Director may alert the risk and supporting departments.

B.

Alert 1.

Fire Group Chief reports to the County EOC, upon notification to do so by the coordinator.

2.

Fire chiefs will review their plans to familiarize themselves with fire company responsibilities.

3.

Firemen in support departments will be notified to report to their respective fire companies.

4.

Fire chiefs will review alert team assignments.

The municipality has already been divided into sectors.

5.

Fire chiefs will review with alert team members sectors of route alerting responsibility.

6.

Each fire company will review radiological monitoring.

C.

Site Emergency 1.

With information provided by the Health and Medical staff of the County Emergency Operations Center, firemen will mark invalid's homes for ease in identification in event evacuation is ordered.

2.

Fire chiefs will make assignments of drivers to pick up persons with no means of transportation in event of an evacuation, in coordination with the County Transportation Officer.

3.

In event of an incident at Peach Eottom the fire com-panies will be notified by radio as primary means and telephone as secondary means.

4.

Fire companies will continue to perform fire control measures.

5.

Fire chiefs will distribute dosimet.ry devices and radioprotective drug (ItI).

6.

Firemen will stay in firehouses as much as possible if any low level radiation is detected or reported.

D.

General Emergency 1.

Firemen will provide transportation to pickup points for persons with no means of transportation, if required.

2.

Firemen will continue to provide fire protection in their respective areas.

3.

The alert teams will use public address systems to supplement siren warning coverage. Firemen will ad-vise people to tune to their local EBS radio or TV station.

4.

Direction and control will be from county through municipal officials and Emergency Management Coordinators.

5.

Municipal plans will include provisions for naming individuals in isolated areas, particularly rural, where direct notification, 1.e., knocking on. doors, sound trucks, etc., may be required. The specific personnel requirement for this task will be indicated.

6.

Firemen will read their dosimeters and record the reading on the Dosimetry-KI report form (See Annex M).

If relocation becomes necessary fire companies will

provide fire protection by task force from outside W. Nottingham Township so far as radiation levels will allow (See Annex M).

EVACUATION OF CHESTER COUNTI FIRE DEPARTMENTS Since the fire company providing coverage for the plume exposure EPZ is outside the 10-mile radius it is unlikely that it would be forced to relocate.

If it b,comes desirable to relocate the Union Fire Company of Oxford it will move to West Grove Station. (Station #22).

The Union Fire Company should make provisions to accomodate those volunteers returning to duty after they complete their personal evacuation arrange-ments.

POLICE ' SERVICES I.

PURPOSE To establish procedures for the utilization of law enforcement agencies in support of emergency operations to include an evacuation of the plume exposure pathway EPZ surrounding the Peach Bottom Atomic Power Station.

II.

RESPONSIBILITY A.

The West Nottingham Township Police Department is responsible for law enforcement and security within the risk area.

It should plan not only to respond to radiological incidents but also for augmentation of its resources as required.

This preplanning should be reinforced with the signing of mutual assistance agreements.

B.

The Pennsylvania State Police will coordinate traffic control and access control in the event of sheltering or evacuation.

This coordination will be carried out by ge Troop J headquartered in Lancaster through the resources

(

of the Avondale and Embreev111e Barracks.

'C.

With the exception of Oxford Borough, the jurisdictions closest to West Nottingham are covered by the state police in regard to law enforcement. During an emergency or evacuation, the Oxford Borough Police and Oxford Union Fire Company / Fire Police would be available to assist.

If additional resources are required they will be requested from the County Emergency Management Coordinator who coordinates such requests with the County Comissioners,

municipal authorities and state police.

D.

If emergency operations in regard to police services are beyond the capability of county and local governments, the County Comissioners will request that the Governor authorize National Guard assistance.

E.

The Lincoln University Campus Police will coordinate the security of the mass care center.

III. REQUIRDfENTS Requirements are to ensure public safety, to deny entry of nonessential persons into the risk area during an emergency, to control the movement of evacuees during the evacuation and reentry phases and to provide for the security of evacuated areas and the mass care center.

, ANNEX G MEDICAL SUPPORT I.

PURPOSE The purpose of the Fealth and Medical Annex is to establish procedures for the provision of health and medical support in Chester County in the event of an incident at. the Peach Bottom Atomic Power Station (PBAPS).

This will include the movement of people who are unable to evacuate themselves, to include nursing homes, and invalids in private residences.

The plan has been developed for the area within the plume exposure pathway EPZ of the nuclear facility.

II.

RESPONSIBILITY The County Director of Emergency Services is responsible for coordina-ting health and medical support in Chester County. A Health and Medical Coordinator with a supporting staff has been appointed to develop and coordinate health and medical procedures in Chester County.

The County Health and Medical staff will be aided by the Greater Brandywine Chapter of the American Red Cross and Chester County Emerg-ency Medical Services Council providing staff support and operations coordination.

III. REQUIREMENTS Medical evacuation will be provided for two groups in the plume ex-posure EPZ of Chester County. These groups are nursing homes and invalids in private residences. These groups will require transporta-tion in either amulances or buses. There are no hospitals or nursing homes in West Nottingham Township. Given the location and capacity of hospitals in the county, it is improbable that a hospital would ever be built in the area, however, provisions are made for nursing homes if established.

CONCEPT OF OPERATIONS A.

After unloading patients, ambulances will return to the staging area.

Contact bus companies and have them dispatch their buses to the appropriate pickup points. They may have to wait at some extended care facilities until ambulances arrive to remove other patients, in order that the home has staff to care for the patients.
