In accordance with your application dated September 8,1961, and supplement dated August 13, 1982, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-1097 is hereby amended to authorize use of fixed neutron absorber systems. Such authorization is subject to the following license condition:

The use of neutron absorbers for criticality control as described in Attachment 3 of the August 13, 1982 letter is authorized provided that the licensee, esfng written procedures developtd and approved in a manner established by licensee management, shall inspect each fixed system to verify the presence of the neutron absorber and shall verify that system installation is in accordance with design and nuclesr criticality safety requirements. Such inspections shall be conducted prior to using the neutron absorber system for nuclear criticality control. Recomis of such inspections shall be documented and maintained for the 11fe of the system.
All other conditions of this license shall remain the sarte.
The above license conditions were discussed and agreed to by your Mr. Vaughan and Mr. Bidinger of my staff on October 29, 1982.
