On flovember 3,1982, the NRC staff, its contractor and consultants met with representatives of the utilities identified above and others as shown in Attachment I for a discussion of the use of the energy balance technique and arching action for masonry wall qualification. Copies of handouts and viewgraphs used at the meeting are contained in Attachment 2.
The purpose of the meeting was to (1) explain why the NRC cannot accept masonry wall qualification by either of those methods without further substantiation by appropriate testing, and (2) to explore the possible formation of an owners group, since so many plants are currently relying on these methods for qualification of some masonry walls.
The NRC staff expressed concern as to the length of time elapsed since IE Bulletin 80-11 was issued (May 1980) and the number of plants for which this item is unresolved because of use of these methods.
Participants asked if the SEB criteria could be nodified (e.g... damping) based on test results. The NRC stated that they could be, provided the test results adequately supported the revision.
If an owners group is formed for conducting confirmatory testing, the NRC would issue Safety Evaluations for affected plants (assuming no other unresolved issues) and include testing as a confirmatory action (see for more details). A Supplemental SE would be issued after NRC evaluation of the test results.
Following a licensee caucus, the group appointed John Nagle as a contact for further discussion (Philadelphia Electric, phone 215-841-5184). The licensees will conduct further discussions amongst themselves, with Bechtel and others coordinating. Licensees will be looking at scoping a possible test pregram and explore commonality of interests for the various msonry designs involved.
l The licensee aroup plans to meet in about 3 weeks to decide on a response to the NRC-stated need for a confirmatory test program, following which a second meeting with URC would be scheduled.
