Dear Mr. Ilukill:
22, 1982 which pertains to We have reviewed your submittal dated March erability of the purge and vent valves at Three Mile the long-tem op(THI-1). Our review was conducted by determining your Island, Unit 1 confomance to the September 27,1979 " Guidelines for Demonstration of Operabilitiy of Purge and Vent Valves" and to the Containment Systems Branch Technical Position 6-4.
We conclude that you have not sub-mitted sufficient qualification infomation to demonstrate that the 48" purge valves are capable of closing against the peak containment Although pressure resulting from a loss of coolant accident (LOCA).
there are a nucher of concerns described in the enclosed Safety Evalua-tion Report, we are particularly concerned about the overstressed valve shaft condition that could impair valve operability during a l
l LOCA.
to resolve our purge We consider any one of three actions necessary(1) seal the valves and vent valve operability concern at TMI-1:
closed as defined in Standard Review Plan 6.2.4. Item II.6.f;(2) install a mini-purge system as described in our April 30,1982 letter; or (3)
We provide sufficient infomation to demonstrate valve operability.
t propose a neeting in the very near future to reach a clear, mutual l
We understanding of what each of the above described actions entails.
uill be contacting you shortly to arrange for such a meeting.

Also enclosed is our Safety Evaluation Report on the override of con-h tainment purge isolation at THI-1. We conclude that the electrical,
(
instrumentation and control design aspects of the override of contain-ment purge valve isolation and other engineering safety features signals at your facility are acceptable and, thus consider this aspect of the purge and vent review complete.
Sincerely,W John F. Stolz, Chief d$chkO!joojj, Operating Reactors Branch #4 D
