" CONSOLIDATED APPLICATION" In Consumers Power Company letter dated September 16, 1982 we identified our commitment to submit revisions to the " Consolidated Application" for the Big Rock Point Plant Spent Fuel Pool Rack Addition.
These revisions are to address:
- 1) structural integrity of the spent fuel pool at boiling tempera-ture; and, 2) seismic qualification of the 75-ton crane inside containment.
The attached report is to satisfy our commitment to provide a detailed seismic reanalysis of the 75-ton Single Leg Gantry Crane.
It, therefore, supersedes the prior analysis performed by Earthquake Engineering Company dated April 14, 1982 and submitted to the staff on April 15, 1982 by our counsel in response to NRC Staff interrogatories filed on March 30, 1982.
We specified in the September 16, 1982 letter our intent to incorporate the crane seismic analysis within the " Consolidated Application". The attachment is therefore identified as " Amendment 1 (dated October 29, 1982) to the Big Rock Point Plant Spent Fuel Rack Addition - Consolidated Environmental Impact Evaluation Description and Safety Analysis.
It is entitled " Bridge Seismic Report - 75/5T Single Leg Gantry Reactor Building Crane."
It should be incorporated as Appendix IV within the " Consolidated Application".
The analysis was performed by the Whiting Corporation.
Consumers Power Company has reviewed the report and concurs with the results. These results include the following significant findings:
(1) The 5 ton monorail hoist must be restrained to prevent over-stress in the hoist supports (2) The knee brace to girder attachment bolts must be replaced with A-325 high strength bolts oc1082-0071a142 9

Consolidated Application October 29, 1982 (3) The loads imposed on the crane rails by the wheels are of sufficient magnitude as to require an analysis of the rail anchorage (4) The crane-and the trolley must be parked approximately 18 inches from the end stops to preclude impact during a seismic event.
Corrective action documents have been initiated to assure immediate and long-term corrective measures are provided in response to the above Whiting findings and recommendations.

A list of affected pages, and appropriate revisions including the Table of Contents will be provided with or shortly following our Amendment 2 submittal. Amendment 2 will, as a matter of course, address the structual integrity of the spent fuel pool. Although the submittal will be somewhat belated from our October 31, 1982 commitment due date, Consumers Power Company will make every available effort to assure your receipt of the analysis directly.
It is our expectation that the staff will expedite their review, analysis, and issuance of the subsequent supplement to the NRC Safety Evaluation Report to facilitate reconvening of the Big Rock Point Plant Spent Fuel Pool hearings as soon as possible.
