This change request provided our new corporate policy for the " safety management function."
Upon further review of our July 20, 1982 letter, Consumers Power Company has determined that a few editorial changes are necessary in order to avoid any misunderstanding. The changes are as follows:
A.
Section 6.5.1 should read:
" PLANT NUCLEAR SAFETY REVIEW (PHSR) ORGANIZATION" The word " organization" should be added to the title to assure PNSR is interpreted as an organization rather than as a function.
B.
Section 6.5.1.2.1.h should read:
"A quorum for PRC shall consist of the Chairman and four (h) voting members."
s The wording used in the July 20, 1982 submittal for eection 6.5.1.2.1.h could be misinterpreted to mean that a quvrum for PRC could consist of all alternates. Thus, the mention of alternates has been deleted from this section inasmuchas 1
alternates are already addressed in sections 6.5.1.2.1.1 anu 00i 6.5 1.2.1.2.

Section 6.5 1 5 should read:
" NUCLEAR SAFETY ASSESSMENT AND POLICY (NSAP) ORGANIZATION" Revised for the same reason as A.
D.
Section 6.5 2.3.1.5 should read:
"A quorum of NSB shall consist of :he Chairman and four (h) members.

The mention of alternates has been deleted from this section since alternates are already addressed in sections 6.5 2.3 and 6.5.2.3.1.2.
E.
Section 6.5.2.h.l.e should read as follows:
" Proposed changes in Technical Specifications or other parts of the Palisades (Big Rock Point) Operatiny License."
The e sning of the word " licenses" has been clarified.
Also, it was our intent to provide Technical Specification pages in our July 20,1982 letter which had the proposed changes incorporated into our existing Technical Specifications. However, some of the sections which involved no changes and should have been stated as they are in the existing Technical Specifications were inadvertently stated in a revised manner.
These sections will be revised in the near future bu; they should have retained unchanged in our July 20, 1982 letter.
Revised Technical Specification pages which have incorporated the above changes are attached.
Attachment A provides the revised pages for the Palisades P' ant and Attachment B likewise for the Big Rock Point Plant. These pages should replace the corresponding pages in our July 20, 1982 submittal. The changes proposed in our July 20, 1982 submittal are still shown by a vertical line in the right hand margin and revisions proposed by this letter are shown by a double vertical line.
